Chile’s Congress has overridden an executive objection to extend the validity of driver’s licenses nearing expiration until December 31, 2026, a move prompted by persistent backlogs at municipal transit offices. The extension, approved despite opposition from the government, aims to address ongoing difficulties in processing renewal applications, a situation exacerbated since the pandemic and not fully resolved by the implementation of a digital system in 2025.
The decision comes as municipalities continue to struggle with high demand for renewals, leading to significant delays. The renewal process currently requires in-person appointments, submission of documentation, medical and psychological evaluations, payment of fees, and issuance of the new license – a process frequently described by applicants as slow and cumbersome.
Alejandro Lizana, in a letter published by El Mercurio, criticized the extension as a response to systemic issues. “The extension in the renewal of driver’s licenses cannot continue to be attributed to the pandemic,” Lizana wrote. “It is the consequence of a poorly designed system, based on distrust and an obsolete administrative logic.” He argued that the current system unnecessarily requires all drivers to undergo standardized testing, regardless of their driving record.
The debate has also highlighted international practices. Several countries, including Sweden, the United Kingdom, Singapore, the Netherlands, and regions within Australia, Canada, and the United States, allow online renewal for drivers without serious infractions or medical concerns. These systems typically reserve in-person evaluations for drivers presenting risk factors, separating administrative renewal from competency re-evaluation, as Lizana suggested.
Carlos Larravide, General Manager of the Automóvil Club de Chile, strongly criticized the congressional extension, calling it “a decision lacking all logic.” He warned that the extension could prolong existing administrative issues for years, and that the required controls are not merely bureaucratic, but essential for assessing cognitive, psychological, and motor skills.
Alberto Escobar, a road safety specialist, pointed to Germany as an example of a country where licenses do not expire, but drivers are subject to continuous monitoring. He cautioned that Chile lacks the institutional integration and data-sharing capabilities necessary to implement a similar system without significant risk, potentially allowing decades to pass without formal driver evaluation. Álvaro Miranda, Director of the Transport and Logistics Program at the Universidad Tecnológica Metropolitana (UTEM), agreed that fully automated renewal is not currently feasible.
Miranda suggested short-to-medium term solutions, such as outsourcing medical and psychometric exams to certified centers, allowing municipalities to focus on administrative processes. He emphasized the need for integrated databases and information systems, which currently do not exist, before automation can be considered.
As of February 23, 2026, the government has not publicly responded to the congressional override, and no timeline has been established for addressing the underlying systemic issues within the municipal transit offices.
