Beijing Claims ‘Final Say’ Over Dalai Lama’s Reincarnation

breaking: China has asserted its authority over the selection of the next Dalai Lama, a move widely condemned by international observers and Tibetan exiles. This claim, reiterated by Chinese officials in recent days, sets the stage for a potential crisis of legitimacy as the current 14th Dalai Lama, Tenzin Gyatso, approaches the end of his life.

The Chinese government maintains that the reincarnation of the Dalai Lama is a matter of internal affairs and requires its approval, citing a past precedent established during the Qing Dynasty. Specifically, the 1995 “Order No. 5” issued by the State Council outlines procedures for the reincarnation of high-ranking Tibetan Buddhist lamas, including the Dalai Lama, requiring central government authorization. This order is based on the historical practice of the Qianlong emperor’s involvement in selecting the Dalai Lama in 1792, a practice the Chinese Communist Party (CCP) now frames as protecting Tibetan Buddhism.

However, the Tibetan Buddhist tradition dictates that the reincarnation process is a spiritual matter resolute by high lamas and oracles, not political authorities. The current Dalai Lama has repeatedly stated that his reincarnation could be found outside of Tibet, even possibly be a woman, or that the institution of the Dalai Lama itself may not continue. He has also indicated that he has left clues regarding his successor, but these have been kept confidential to prevent Chinese interference.

Analysts predict the emergence of two rival Dalai Lamas: one chosen by Beijing and another selected by Tibetan monks, primarily those in exile based in Dharamsala, India, where the current Dalai Lama resides. The Central Tibetan Governance (CTA), the exile government, lead by Penpa Tsering, has vowed to resist Chinese interference and uphold the conventional reincarnation process. this split would likely create a notable schism within the Tibetan Buddhist community and further complicate relations between China and the international community.

The United States has publicly opposed China’s claims, with State Department spokesperson Matthew Miller calling on China to “cease its interference in the succession of the Dalai Lama and other Tibetan Buddhist lamas.” Similar statements have been issued by the European Union and other Western governments. However, concrete actions beyond diplomatic pressure remain limited.

Context: The Dalai Lama and Tibetan Buddhism

The Dalai Lama is the spiritual leader of Tibetan Buddhism, a major branch of Mahayana Buddhism. The current Dalai Lama, Tenzin Gyatso, was recognized as the reincarnation of the 13th Dalai Lama in 1937 at the age of two. He fled Tibet in 1959 following a failed uprising against Chinese rule, and has lived in exile in India ever since. The Dalai Lama is revered by millions of Buddhists worldwide and is a Nobel Peace Prize laureate for his advocacy of non-violence and Tibetan autonomy.

china’s control over Tibet has been a source of international tension for decades. Following the 1950 invasion of Tibet, the region was formally annexed by China. The CCP has implemented policies aimed at suppressing Tibetan culture and religion, leading to widespread resentment and protests. The issue of the Dalai Lama’s succession is especially sensitive, as it is indeed seen as a key element in China’s efforts to control Tibetan Buddhism and consolidate its authority over the region.

The search for the Dalai Lama’s reincarnation is a complex process that can take years. Traditionally, high lamas and oracles consult various signs and visions to identify potential candidates. The process involves rigorous testing and training to ensure the chosen reincarnation is a legitimate successor. China’s attempt to control this process is widely viewed as a violation of religious freedom and a further erosion of Tibetan autonomy.
