Senior Caseworker – HSPRS (Unaccompanied Children) | IRC Jobs

by Rachel Kim – Technology Editor

The International Rescue Committee (IRC) is scaling up its Home Study and Post-Release Services (HSPRS) program for unaccompanied children across the United States, with a contract set to conclude on September 30, 2026. The multi-million-dollar initiative, currently operating in more than 17 offices nationwide, focuses on assessing the safety and well-being of children released from Office of Refugee Resettlement (ORR) custody and connecting them with vital community resources.

The HSPRS program operates in two key phases: a thorough home study to evaluate potential sponsors and post-release case management. The home study component assesses the suitability of a sponsor’s home and their ability to meet the needs of an unaccompanied child. Following a child’s release, case managers provide ongoing support, including regular check-ins – in person at 14, 90, and 180 days – and home visits, extending until the child’s 18th birthday or attainment of legal relief. This support aims to ensure the child’s continued safety and stability.

Senior Caseworkers within the program are responsible for developing individualized, trauma-informed service plans, conducting comprehensive assessments of both the child and the sponsor, and facilitating access to a wide range of services. These include legal assistance, educational opportunities, medical and mental healthcare, and support for immigration and guardianship proceedings. The IRC likewise emphasizes connecting children with resources that promote cultural heritage and integration into their new communities.

The role demands a high degree of cultural sensitivity and the ability to work effectively with immigrant populations. Candidates must possess written and verbal fluency in both Spanish and English. A bachelor’s degree in social work, psychology, sociology, or a related behavioral science is required, along with a minimum of two years of professional experience working with children, families, or in child welfare. Experience working specifically with unaccompanied minors is preferred.

The position requires significant travel – up to 70% nationally – and a valid driver’s license with access to a reliable, insured vehicle. Successful candidates must also pass ORR approval, including child abuse and neglect background checks and FBI fingerprinting. The role also necessitates a dedicated private workspace and a willingness to work a variable schedule, including evenings and weekends, to accommodate the needs of children and their sponsors.

Compensation for the Senior Caseworker position ranges from $25.00 to $31.73 per hour, based on factors including location, experience, and skills. The IRC offers benefits to short-term employees, including a 403b retirement savings plan, sick leave, and an Employee Assistance Program. The IRC states This proves an Equal Opportunity Employer and adheres to standards of integrity, service, equality, and accountability, with a strong commitment to safeguarding and protection from retaliation.
