U.S. Trade Representative Seeks Public Input on USMCA Ahead of Joint Review
WASHINGTON, D.C. – The Office of the United States Trade Representative (USTR) is soliciting public comments and will host a hearing to gather feedback on the operation of the United States-Mexico-Canada Agreement (USMCA). This initiative is part of the ongoing Joint Review process, offering U.S. stakeholders a direct avenue to influence trade policy with Canada and Mexico.
The USTR is inviting interested parties – including U.S.companies, industry groups, and trade associations – to submit written comments and/or present oral testimony regarding the implementation, compliance, and potential improvements to the USMCA.
Written comments should address aspects of the agreement’s operation, any compliance concerns, recommendations for promoting balanced trade and market access, factors impacting North American investment climates, and strategies to bolster North American economic security and competitiveness – including work conducted by the Competitiveness Committee. The deadline for submitting written comments and requests to appear at the public hearing is November 3, 2025, at 11:59 p.m. EST.
A public hearing will be held on November 17, 2025, starting at 10 a.m. EST at the U.S.International Trade Commission in Washington, D.C. Those wishing to testify must submit a request accompanied by a summary of their proposed testimony. Speakers will be allotted five minutes to present their remarks and may be subject to questioning by USTR staff. Rebuttal comments related to the hearing testimony will be accepted for seven calendar days following the event.
