U of T to Host Harvard Students Amid US Visa Issues

Harvard Students Facing US Visa Issues Can Now Complete Studies at University of Toronto

toronto, ON – July 4, 2025 – In a groundbreaking move, the University of Toronto (UofT) has partnered wiht Harvard University to offer a contingency plan for international students potentially impacted by US visa uncertainties. This agreement allows students from Harvard Kennedy School (HKS) to continue their studies at UofT’s Munk School of Global Affairs and Public Policy in Toronto [[2]].

How the Program Works:

The arrangement is specifically designed for returning international students facing difficulties re-entering the United States. These students will enroll as full-time, non-degree special students at the Munk School, gaining access to a blend of online and in-person courses taught by faculty from both HKS and UofT. Crucially, participation will not impact spaces available for current UofT students [[2]].

Upon triumphant completion of their program requirements, students will graduate with their HKS master’s degree. Students will need to apply for a Canadian study permit to participate.

Adaptability and Return Options:

Harvard kennedy School is also offering HKS Global, a blended learning program combining online and in-person sessions.Students who resolve their visa issues during the semester can return to the Harvard campus at the start of the following term. Those who resolve issues before September 11,2025,can return to Cambridge at any point [[2]].A First-of-its-Kind Plan:

This initiative marks the first time a Harvard school has implemented an international student contingency plan in response to evolving US Department of Homeland Security regulations regarding international student enrollment [[2]]. The plan is contingent on sufficient student demand and approval from the New England Commission of higher Education (NECHE).

Is there a Harvard University in Canada?

While there isn’t a standalone “Harvard University” located within Canada, this new partnership demonstrates a significant collaboration between Harvard and a leading Canadian institution, the University of Toronto [[1]].Harvard does have a Canada Program, with scholars drawn from various Harvard schools [[3]]. However, the primary Harvard campus remains in Cambridge, Massachusetts.
