Vietnam launches “Quang Trung campaign” for Post-Disaster Housing Recovery

Hanoi, Vietnam – The Vietnamese government has launched an ambitious nationwide campaign, dubbed “Quang Trung,” to rapidly rebuild homes destroyed or damaged by recent severe weather events, especially in the provinces of Dak Lak, Gia Lai, Khanh Hoà, and Lâm Dông. This initiative, driven by directives from the Party Secretariat, government Resolution 380/NQ-CP, and the Prime Minister’s recent visit to Dak Lak, aims to ensure all citizens have safe and stable housing before the Tet (Lunar New Year) 2026 celebrations.

Key Objectives & Timelines:

* Complete repair of damaged homes: December 31, 2025
* Finalize reconstruction/rehousing for families with completely destroyed homes: January 31, 2026
* Overall Goal: Provide dignified housing and stability for affected families, enabling them to celebrate Tet 2026 with security.

National mobilization:

the “quang Trung Campaign” will leverage a broad coalition of resources, including:

* Local Authorities: Provincial People’s Committees are tasked with developing detailed action plans by December 3, 2025, and ensuring accurate data collection and efficient resource allocation.
* Armed forces & Police: Will play a central role in providing on-the-ground support for repair and reconstruction efforts.
* Civil Society: Youth organizations, women’s groups, veterans, and socio-political organizations will contribute significantly.
* Private Sector: Businesses will be actively mobilized for financial and material contributions.
* Community Involvement: Emphasis on local autonomy and resilience, with a call for transparent and responsible use of all funds – public, aid, donations, and voluntary contributions. The Fatherland Front will lead fundraising efforts based on the principle of national solidarity.

Ministerial Responsibilities:

* Ministry of Defense & Ministry of Police: Mobilize units for direct support to affected localities.
* Ministry of Construction: Develop culturally appropriate and disaster-resistant housing models.
* ministry of Agriculture & Habitat: Guide provinces in planning rehousing areas for families in high-risk zones (deadline: December 5, 2025).
* Ministry of Finance: Develop a budgetary support plan for the four priority provinces.

Accountability & Reporting:

provincial People’s Committee chairmen will be held fully accountable for the accuracy of data and the effective use of allocated resources. Detailed action plans and financial proposals are due to the Government Office and Ministry of Finance by December 3, 2025.

The Vietnamese government views the “Quang Trung Campaign” as a critical step towards providing a fresh start for thousands of families impacted by the recent disasters and fostering long-term stability and resilience within affected communities.
