Alleged US-Russia Peace Plan for Ukraine Surfaces Amid Kyiv Corruption Scandal
A purported peace plan for Ukraine, reportedly drafted with input from both the United States and Russia, has emerged this week, triggering a wave of reactions from international leaders and raising questions about its timing. The plan was sent by Witkoff to Kyiv this week, according to reports, and its emergence coincides with a period of political pressure on Ukrainian President Zelensky due to a corruption scandal within the country.
The details of the plan remain largely undisclosed, but Deutschlandfunk correspondent Peter Sawicki cited commentators describing it as “remarkable.” Speculation suggests the leak-possibly originating from Russia-is strategically timed to exploit Kyiv’s current vulnerabilities. the plan is viewed by some as potentially requiring meaningful concessions from Ukraine, prompting concerns it amounts to a de facto capitulation.
US Secretary of State Rubio responded to reports of the plan evasively, stating they are “working on a list of possible ideas” and acknowledging that “both sides woudl have to make concessions on the way to a lasting peace.” The Kremlin reiterated its position that any peace plan must address Russia’s stated basic causes of the conflict, confirming contacts with the US but denying ongoing negotiations on a specific plan.
EU foreign policy chief Kallas emphasized the necessity of Kyiv and Brussels’ involvement, stating, ”For any peace plan to work, the Ukrainians and the Europeans have to be on board.” Chancellor Frei (CDU) expressed irritation, describing initial reports as “disturbing” and warning that the plan could allow Russian President Putin to achieve objectives not met on the battlefield, which would be “an unacceptable result.”
EU foreign ministers are currently meeting in Brussels to discuss further support for Ukraine, including measures targeting Russia’s “shadow fleet” used to circumvent sanctions. The newly surfaced peace plan is expected to be a central topic of discussion. The report originated from the Deutschlandfunk program on November 20th, 2025.
