Pennsylvania Governor Josh Shapiro entered his re-election year starting 2026 with more than $30 million in campaign cash on hand, according to financial disclosures released by his campaign.
Financial Strength at the Start of 2026
Shapiro’s campaign reported raising more than $10 million during the final quarter of 2025, bringing his total fundraising for the year to over $23 million, according to data released in January 2026. This financial haul leaves the governor with $30 million in the bank as he ramps up his bid for a second term.
The campaign described the sum as an unprecedented war chest for a gubernatorial candidate heading into an election year in Pennsylvania history.
The Political Landscape and Potential Challengers
Shapiro is likely to face state Treasurer Stacy Garrity on the Republican ticket in the fall. Much of the Pennsylvania Republican infrastructure has already lined up behind Garrity to avoid a costly and divisive primary before the general election matchup against the incumbent governor, who maintains high favorability ratings in the state.
Garrity has not yet published her fundraising numbers ahead of the state’s January 31 reporting deadline. Matt Beynon, a Garrity campaign spokesman, criticized the governor’s national travel schedule in a statement regarding the financial disclosures.
Public Approval and Voter Sentiment
Public opinion polling indicates strong support for the governor as the campaign cycle begins. A Quinnipiac University survey published in October showed that 60% of Pennsylvania voters approved of Shapiro’s job performance, while 58% viewed him favorably overall.
That same survey registered a 16-point edge for Shapiro over Garrity in a hypothetical head-to-head match. Beyond his own re-election, Shapiro is working to boost Democratic candidates in competitive House races across the state and a handful of contested state Senate seats that will determine legislative control.
Broader Electoral Stakes
Pennsylvania Democrats secured a series of victories throughout the previous year, including wins in special elections, three judicial retention races, and several down-ballot contests. These outcomes have set the stage for a high-stakes legislative battle.

With control of the state Legislature hanging in the balance, the outcome of these races will dictate whether Shapiro can work alongside a Democratic-controlled Legislature for the first time in his governorship. As the campaign calendar accelerates toward the fall primaries and general election, both parties are preparing for an expensive and intensely contested battle across the commonwealth.
