For the thirteenth year running, the Tax Foundation has named Estonia’s tax system the most competitive in the OECD. Image

Tax Foundation: Estonia Most Tax Competitive OECD Country for 13 Years

October 20, 2026 Lucas Fernandez – World Editor World

As reported by Estonian World on October 19, 2026, the Tax Foundation’s annual International Tax Competitiveness Index revealed that Estonia has maintained the Organisation for Economic Co-operation and Development’s most competitive tax code for 13 consecutive years. The country’s top score rests on specific structural choices that set it apart from its international peers.

Four Pillars Driving Estonia’s Top OECD Ranking

Estonia secures its leading position through four core features of its tax system. First, it maintains a 22 percent tax rate on corporate income that applies strictly to distributed profits. Second, it enforces a flat 22 percent individual income tax that does not apply to personal dividend income. Third, its property tax targets solely the value of land rather than the value of real property or capital. Lastly, domestic corporations benefit from a territorial tax framework that imposes virtually no restrictions while fully exempting all foreign-earned profits from domestic taxation.

Other nations excel in distinct categories. Latvia recently adopted the Estonian system for corporate taxation and maintains an efficient system for taxing labor income. New Zealand relies on a flat, low-rate individual income tax that largely exempts capital gains—holding a combined top rate of 39 percent—alongside a broad-based value-added tax while levying no taxes on inheritance, property transfers, assets, or financial transactions. Switzerland features a corporate tax rate of 19.5 percent, a low and broad consumption tax, and a partial exemption for capital gains on individual income. Lithuania applies a 17 percent corporate tax rate, permits businesses to fully expense capital investment costs for machinery, equipment, and intangible rights, and keeps individual income taxes flat and low.

France Occupies the Lowest Position in the OECD Rankings

At the opposite end of the index, France ranks as having the least competitive tax system in the OECD. The country imposes a top corporate tax rate of 36.1 percent, which includes multiple surtaxes and distortive production taxes. It layers multiple property taxes with separate levies on estates, bank assets, and financial transactions, alongside a wealth tax specifically targeting real estate. Its value-added tax covers roughly 50 percent of final consumption and maintains one of the highest registration thresholds.

Countries ranking near the bottom of the index typically impose high marginal tax rates on corporate income or maintain complex layers of tax rules. Four of the five lowest-ranking countries carry higher-than-average combined corporate tax rates and narrow value-added tax bases that cover only 35 to 50 percent of final consumption. They also tend to levy distortive taxes on narrow bases, with four of the bottom five applying digital services taxes, financial transaction taxes, and inheritance taxes, alongside wealth taxes or capital duties.
