The trend is part of a larger global movement of high-net-worth individuals seeking favorable tax environments, with numbers relocating abroad nearly tripling over the past decade and reaching record highs in 2024. This is occurring as other nations, like France and Switzerland, consider increasing taxes on wealth and inheritance.

The italian scheme offers a one-off payment granting foreign individuals – or nationals who have lived abroad for at least nine years – exemption from wider taxes on income and assets for up to 15 years. Its simplicity is a key draw.

This comes as the U.K. abolished its over 200-year-old “non-dom” tax regime in April, which previously exempted wealthy foreign residents from U.K. tax on overseas income and gains. The change followed an outflow of financial institutions and personnel from London to other European cities, like Milan, after the 2016 Brexit vote.”There are countries literally around the world coming to us and saying: ‘We want the U.K.’s millionaires and billionaires. What can we do? How can we bring them to our country?'” stated stuart Wakeling, managing partner at Henley & Partners U.K.

While the influx is boosting economic activity, especially in Milan, concerns are being raised about potential wealth inequality. Critics argue the tax revenue generated by the regime is minimal compared to italy’s overall deficit, and the wealth is concentrated in specific areas. Some also fear a “race to the bottom” as other countries attempt to replicate the scheme, potentially eroding the global tax base.

Despite these concerns, businesses are optimistic about the positive economic impact. “It’s kind of a wheel, you know, that keeps rolling.You have all these people moving in and you have all these hotels opening and you have more and more people that then decide to come to town because now that they think about it more,” explained Cipriani, from private members club Casa Cipriani Milano. “When you have a lot of investments into a city, the economy creates more job opportunities also for the people.”

reinier de Ridder secured a pivotal victory at UFC Abu Dhabi, narrowly defeating former middleweight champion Robert Whittaker via split decision in a grueling main event clash at the Etihad Arena in the united Arab Emirates.

De Ridder (21-2) earned his third win of 2025 against the Australian contender. Two of the three judges scored the 84kg (185-pound) bout 48-47 in favor of de Ridder, with the third judge scoring it 48-47 for Whittaker.

“I don’t want to fight like this, this guy was too tough,” de Ridder stated in his post-fight interview. “I expected to take him down. He was so tough, so durable. Heavy f hands.”

The Dutch fighter faced a critical moment in the third round when Whittaker landed a powerful right hand to the chin, resulting in a knockdown. De Ridder, though, managed to recover adn ultimately asserted his dominance in striking, landing 169 strikes to Whittaker’s 100, according to official UFC statistics. He then weathered the storm and secured the win by wearing down the 34-year-old Whittaker with repeated knees to the body and consistent grappling over the final two rounds.

The five-round contest was a closely contested affair, with the split decision reflecting the tight nature of the fight. This marks de Ridder’s fourth career victory in the Ultimate Fighting Championship. Whittaker (27-9) has now suffered two consecutive losses and three defeats in his last five outings.Following his win, de Ridder, who entered the fight ranked 13th, called for a middleweight title shot against the winner of the upcoming bout between Dricus Du Plessis and khamzat Chimaev at UFC 319 on August 16. “I want to finish a guy in the first round,so maybe it would be better if I fought khamzat or Dricus. Give me my title shot,” he declared.

In the co-main event, former UFC bantamweight champion Petr Yan defeated Marcus McGhee by unanimous decision, outperforming his opponent in total strikes, significant strikes, control, and takedowns.

Simultaneously occurring, in a middleweight bout, Shara Magomedov rebounded from his first professional loss to Michael Page in February, securing a unanimous decision victory over Marc-Andre Barriault. Magomedov was awarded a 30-27 score by all three judges.

Saudi Arabia’s ambitious Neom megaproject, including its flagship “The Line” advancement, is reportedly facing a significant reassessment and potential scaling back due to mounting cost pressures and a shift in the kingdom’s economic landscape.

The Line, envisioned as a futuristic linear city designed to house nine million peopel, is a cornerstone of Neom, Crown prince Mohammed bin Salman‘s transformative vision for Saudi Arabia. This sprawling initiative aims to diversify the nation’s economy away from oil dependence,foster new industries,and create employment opportunities for its young population,all as part of the broader Vision 2030 plan.

The overall cost of Neom has been estimated at a staggering $1.5 trillion. However, after a period of seemingly unbridled investment, 2024 has marked a turning point. The Saudi budget deficit has widened, coinciding with a drop in oil prices to levels below what is required for the kingdom to balance its finances.

“It’s clear that if oil prices, as you were saying earlier, are around $70 a barrel, that’s a vrey different habitat than if they are $100 a barrel, where they were on average in 2022,” noted Callen from the Arab Gulf States Institute. International benchmark Brent crude was trading at $70.15 per barrel on Friday afternoon.

This economic reality suggests that many of Neom’s ambitious projects will likely undergo reevaluation and reprioritization. While Neom is expected to proceed in some capacity,its scale and timeline may be adjusted. “Does that mean Neon is not going to happen? No, I think Neom will definitely continue in some form. But whether it’s on a smaller scale and over a longer duration than originally envisaged, is quite likely, I think,” Callen added.

Adding to the challenges is criticism regarding a perceived “yes-man” culture within Neom. Consultants and advisors have reportedly presented overly optimistic projections and financial forecasts to maintain favor with their employers.

Tarik Solomon, chairman emeritus at the American Chamber of Commerce in Saudi Arabia, commented, “I don’t think expectations were managed well from a leadership perspective at the project level.” He emphasized the need for such a large-scale project to align with market realities and build trust.

While acknowledging Neom and The Line as “one of the boldest ideas I’ve seen that has actually gone into execution,” Solomon also highlighted the crucial role of architectural and consulting firms, suggesting they should exhibit greater ownership and responsibility.

In conjunction with the planned review of The Line, job cuts are reportedly being implemented across Neom. A consultant involved with the project, who requested anonymity, stated, “they’re finally starting to make financially sound decisions.”

Neom has not yet responded to a request for comment from CNBC.
