Actually everything was perfect: Matthias Schulz’s fitness studio in Rahlstedt has been firmly established on the market since 2013 and the number of members is stable. But shortly before the company’s tenth anniversary, investments were made – in the ventilation system, in new training equipment and in the drinks bar. Normally, Schulz, managing director of Schulz Fitness GmbH, would have covered the costs from on-board funds. But rent increases and high energy prices also caused problems for him, and: “We were closed for nine and a half months during Corona. “That set us back, even though we had hardly lost any members,” he reports.

Finally, his studio offers EASYFITNESS Hamburg-Rahlstedt offers a wide range of equipment and courses for fitness enthusiasts on 1,500 square meters. Due to the location near the A1 motorway, sports fans also come from the surrounding area, and there are also cooperations with hockey and football clubs that regularly train here. Since Schulz runs the studio as a franchise, members can also use all classic sports clubs of the same label. “Ten years ago I was the only one, today there are eight studios in Hamburg – with lively exchange between the districts,” says Schulz.

Despite the good conditions, his bank refused a new loan for the planned investments. However, she recommended that he take out a “Hamburg loan micro”. Hamburg Investment and Development Bank (IFB Hamburg) to apply, a relatively new offer for Hamburg businesses that was launched during the Corona crisis. The loan program is aimed at small businesses that want to further develop their business model and the self-employed.

Start-ups and company takeovers are also supported. From the fifth year of business onwards, a company can receive funding of up to 40,000 euros; for younger companies, the amount is between 5,000 and 25,000 euros. The term of the loan is six years, the interest rate is fixed over the entire term, and the first six months are repayment-free.

The “Hamburg-Kredit Mikro” is aimed at small companies, the self-employed and members of the freelance professions. He supports them in starting up businesses, expanding and taking over businesses, and in purchasing operating resources. For start-ups and businesses up to their fifth financial year, the funding is between 5,000 and 25,000 euros; for longer-standing businesses, up to 40,000 euros is possible. Projects that have already begun are excluded from funding. The interest rate is subject to change; on November 2nd it was nominally 3.27 percent per year. Applications can be submitted digitally. The Chamber of Commerce advises its members free of charge on all aspects of the application process. The contact person is Sven Gabriel, telephone 36138-433.

In addition to the negative decision from a credit institution, the prerequisite for the loan application is advice from a cooperation partner such as Chamber of Commerce. It offers its members free conversations – in person or via video call. “We prepare a two-page statement and prepare the decision,” explains Sven Gabriel, consultant in the “Foundation and Promotion” team in the “Innovation and New Markets” division.

The members that Gabriel advises are as diverse as the Hamburg economy: from sports studio operators to wine wholesalers, kiosk owners and booksellers to service providers from a wide range of industries. The majority of consultations generally concern companies that are somewhat larger but have been founded up to five years ago and have up to 50 employees. “Anyone who has been on the market for a few years,” says Gabriel, “has proven themselves and also has a business plan. Please be sure to bring it with you.”

In any case, the advice led to success for Matthias Schulz. After a few weeks he had the loan approval in his pocket, and the anniversary celebration could start in October – in the newly renovated studio and with the Hamburg bench press championships taking place on the same day.

The Chamber of Commerce and women in business clearly pointed out the unfortunate situation in Carinthia at a large-scale panel discussion in the WKK in September last year in the presence of SPÖ politician Gaby Schaunig. Legner said at the time: “The compatibility of family and work has developed into a key social issue that can no longer be ignored. A lot has already happened, but we are still far from where we want to be.” Current figures are sometimes shocking, especially when it comes to childcare: “If we want to reduce poverty in old age and get more women interested in full-time jobs, there must be the appropriate full-time and “Provide suitable childcare options in terms of opening times,” demands Legner. Politicians must listen even more closely to the concerns of women entrepreneurs in order to secure Carinthia as a business location and thus prosperity in the state in the long term.”

Because of the insufficient availability of public childcare, especially during off-day and holiday times, the Chamber of Commerce/Women in Business even launched the “Summer Childcare” initiative to help parents with the challenge of balancing family and work, especially during the summer holidays to get, to support. The Lazio Regional Administrative Court has suspended the ministerial decree which provides for the obligation to communicate the beneficial owner. Extension of the deadline of next December 11th, for an obligation that at this point could even be abolished

The deadline for mandatory communication of beneficial owner was the subject of an official extension.

Or rather, the deadline was suspended due to the intervention of the Lazio Regional Administrative Court.

In particular, with Ordinance n. 8083 of 7 December by the TAR of Lazio (Section Four) accepts the party’s request for precautionary measures and, consequently:

  • suspends the effectiveness of the decree of 29 September 2023 of the Ministry of Business and Made in Italy, containing “Certification of the operation of the system for communicating data and information on beneficial ownership”, published in the Official Journal – General Series no. 236 of 9 October 2023;
  • sets the public hearing on March 27, 2024 for the discussion of the merits of the appeal.

The density of bank branches in Lower Austria will be the highest in Austria in 2022 with 63 main branches and 718 branch branches. The Raiffeisen sector is particularly dominant: almost every second bank branch can be assigned to this sector (46.61%). In addition, savings banks (23.18%), stock banks (17.16%) and Volksbanks (8.71%) also play a role. Compared to previous years, there has been a decline in the number of bank branches. While in 2017 there were 57 per 100,000 inhabitants, in 2022 it will only be 45.45. Study author Eric Ferstl estimates that “efficiency considerations were the deciding factor here”. “In addition,” says Ferstl, “increasing digitalization is increasingly shifting communication channels away from personal contact towards digital services and advice.”

Around one in nine people employed in banking works in Lower Austria, with a constant decline in the number of employees from 2013 to 2022. This decline continued during the corona pandemic. There has also been a permanent decline in employment for Austria as a whole since 2013, although this is more volatile than in Lower Austria.

A total of 64,957 people will be employed in Austrian banking in 2022. Lower Austria is in third place with 6,976 employees or a share of around 11%, behind Vienna (21,919 employees, around 34%) and Upper Austria (10,195 employees, around 16%). Employees in the Lower Austrian banking industry make up around 1.07% of the employed employees in Lower Austria.

Performance

The operating profit of Lower Austrian banks will amount to 644 million euros in 2022 – with a steady increase since 2016. Productivity, measured in terms of operating profit per employee, will be 92,400 euros in 2022 with an average annual increase rate of 18.36% over the last six years . The cost-income ratio will be 0.58 in 2022 and exceeds the Austrian average. Cost efficiency has improved continuously since 2016.

The net interest margin will be 1.59% in 2022, which is well above the Austrian average. The taxed return on capital is 0.70%.

Companies account for over 55% of existing claims. The growth of existing loans to companies in Lower Austria has been the highest compared to the federal states since 2006, at an average of 7.04% pa. In Lower Austria it is higher than that of existing loans as a whole and the nominal gross regional product, which shows that Lower Austria’s banks have provided above-average support to economic activities. The same also applies to the time during the corona pandemic. In 2020, support was provided in particular through loan deferrals, pre-financing of short-time work and guarantees.

In the first year of the Corona pandemic in 2020, the growth in deposits was at a very high level despite declining incomes (Lower Austria 9.15%, Austria 8.59%). The financial deposits of Lower Austrian banks consist of 66% deposits without a bond and 34% deposits with a bond. The owners are predominantly private households with around 80%.

Regional economic importance

Lower Austrian banks play a central role in the regional economy. Banks promoted economic growth even during the Corona crisis by keeping the share of receivables in gross regional product “relatively stable and high,” as Ferstl emphasizes. The banks are also committed to Corporate Social Responsibility (CSR) with expenditures of almost 8.2 million euros. In addition, emphasis is placed on the Green Deal and apprenticeship training.

And: Lower Austria’s financial service providers will contribute around 3% of gross value added in 2021 – with above-average growth compared to Austria. Productivity has increased, but remains below the Austrian average.

The 2008 financial crisis affected the banking sector and caused a high level of uncertainty. According to Ferstl, the fact that the share of receivables in the gross regional product remains stable to this day proves “the reliability of the house banking principle in the region” and was particularly visible in 2020, when Lower Austria’s banks “supplied the economy with sufficient liquidity despite negative growth”.
