USITC Extends Review of Anti-Dumping Duties on Russian Silicon Metal
WASHINGTON – The U.S. international Trade Commission (USITC) announced September 16, 2025, it will extend the review period for anti-dumping duties on silicon metal imports from Russia, citing the extraordinary complexity of the case. the expedited five-year review, initiated to determine whether to continue, modify, or revoke existing duties, will now have an additional 90 days for completion under the authority of 19 U.S.C. 1675(c)(5)(B).
This action impacts U.S. manufacturers of silicon metal and downstream industries reliant on the material-including aluminum producers, the chemical industry, and the solar energy sector-as well as Russian exporters. The review assesses whether the conditions justifying the original anti-dumping duties still exist, perhaps affecting the cost and availability of silicon metal in the U.S. market. A continuation of duties protects domestic producers from unfairly priced imports,while revocation could lead to increased competition and potentially lower prices for consumers.
The USITC’s decision to extend the review period underscores the intricate nature of the case, requiring thorough analysis of market dynamics and trade data. All documents filed by parties involved in the review must be served on all other parties, accompanied by a timely certificate of service, as stipulated in §§ 201.16(c) and 207.3 of the Commission’s rules.The Secretary will not accept filings lacking this certification.
