USITC Extends Review of Anti-Dumping ⁢Duties on Russian Silicon​ Metal

WASHINGTON – The U.S. international Trade Commission (USITC) announced⁤ September 16, 2025, it ‍will extend⁤ the review period‌ for anti-dumping duties ⁢on silicon ⁤metal imports from Russia, citing the extraordinary complexity of the case. ⁤the expedited five-year review, ‍initiated to determine whether to‍ continue, modify, or revoke existing duties,⁢ will now have an additional 90 ⁢days for completion under the⁤ authority of 19 U.S.C. 1675(c)(5)(B).

This action impacts U.S. manufacturers of silicon ⁣metal‌ and downstream industries reliant on the⁤ material-including aluminum⁤ producers, the chemical industry, and the solar energy sector-as well as Russian​ exporters. The ​review assesses whether the conditions justifying the original anti-dumping duties‍ still exist, perhaps affecting the cost and availability of⁢ silicon metal in the⁣ U.S. market. A continuation of duties protects ‍domestic producers from unfairly priced imports,while revocation could lead to increased competition and potentially lower⁣ prices ‍for consumers.

The USITC’s decision to extend the review period underscores the intricate nature⁣ of the case, requiring thorough‍ analysis of market dynamics and trade data. All ‍documents filed by‌ parties involved in‌ the review‍ must be served on all other parties, accompanied by a timely certificate ⁢of ⁣service, as stipulated in‍ §§ 201.16(c) and 207.3⁢ of the Commission’s rules.The Secretary will not accept⁤ filings lacking this certification.
