One year after the announcement of a ceasefire, almost the entire population of Gaza requires shelter assistance. Palestinian families face severe weather risks due to years of displacement and massive infrastructure destruction.

Damaged Buildings and Flood Risks Threaten Displaced Populations
Without alternatives, many families inhabit war-damaged structures that pose fatal structural risks. An assessment conducted in August by the Arab and International Organization for Construction in Palestine, a partner of the International Organization for Migration, evaluated roughly 21,000 buildings. The survey identified 2,638 structures requiring demolition and 980 buildings needing immediate evacuation due to severe safety hazards.

The International Organization for Migration and site management partners recorded approximately 1.77 million displaced individuals living across formal and informal sites. Over half of these displacement locations sit within medium-to-high flood-risk zones, threatening to wash away remaining personal belongings and force secondary displacements.
Medical Sector Strains as Shelter Materials Remain Limited
Humanitarian teams rely on salvaged local materials to provide temporary support, though such measures fall drastically short of scale.
The International Organization for Migration advocates for the immediate, sustained admission of tents, emergency shelter kits, relief housing units, timber, and building tools. Meanwhile, related reporting highlights severe strains across the medical sector. A report from Physicians for Human Rights-Israel indicated no hospital in the Gaza Strip operates at full capacity, with only 20 facilities partially operational by October 2026 and at least 1,570 patients dying while awaiting medical evacuations since October 2023.
