PHIVOLCS Urges ’Duck, Cover, and Hold’ as Correct Response to Earthquakes Following Recent Seismic Activity
The Philippine Institute of Volcanology and seismology (PHIVOLCS) issued critical safety reminders this weekend following a series of earthquakes felt across the country, specifically addressing observed public reactions that deviate from recommended protocols.PHIVOLCS Director Teresito Bacolcol highlighted instances of individuals running during ground shaking in areas like Cebu and Davao,a practice the agency strongly discourages.
These reminders come as the Philippines, situated along the Pacific Ring of Fire, remains highly susceptible to seismic events. Incorrect responses during an earthquake can substantially increase the risk of injury or death, not from collapsing structures, but from secondary hazards like stampedes and falls. PHIVOLCS emphasizes that prioritizing immediate personal safety through established procedures is paramount.
According to PHIVOLCS, the correct response during strong shaking is to immediately “duck, cover, and hold.” This means dropping to the ground, seeking cover under a sturdy object like a table, and holding on until the shaking stops.Running during an earthquake presents a heightened danger of tripping and falling, potentially causing a chain reaction of injuries. “Kasi kung tatakbo ka during the shaking, pwede kang matumba, ‘yung kasunod sa ‘yo, puwede rin matumba. And then magpa-pile up din ‘yung mga bodies,” Bacolcol explained.
The agency also cautioned against seeking refuge on higher floors during an earthquake, clarifying that a building’s structural failure occurs during the shaking, not afterward. Instead, once the shaking ceases, individuals should evacuate buildings via fire exits or designated escape routes.
For those outdoors, PHIVOLCS advises the same “duck, cover, and hold” procedure, while maintaining a safe distance from potentially falling objects like trees and utility poles. If inside a vehicle, remain seated and do not attempt to drive until the shaking has fully stopped.
Coastal residents in tsunami-prone areas are urged to immediately evacuate to higher ground upon experiencing any warning signs, such as receding seawater or unusual ocean sounds. Director bacolcol specifically warned against delaying evacuation to document the event on social media, stating, “Takbo ka na agad to a higher place.Huwag nang mag-Facebook live. Ang ginawa pa parang mag-Facebook live pa yata. Which is, paano kung bumalik ‘yun as a tsunami wave and mataas ‘yung alon?”
Following an initial shock, individuals should continue to employ the “duck, cover, and hold” technique during aftershocks, seeking shelter under robust structural elements like doorframes.
