The organization asserts that primary care facilities must acquire enhanced operational capacity to execute early screenings, establish accurate diagnoses, administer prompt treatments, and maintain long-term patient monitoring for conditions such as cardiovascular disease, diabetes, and oncology indications.

PAHO advocates for the targeted allocation of financial resources toward healthcare interventions backed by documented clinical efficacy.
