North Korea Fires Ballistic Missiles Despite US Effort to Scale Back Military Drills

North Korea launched a barrage of about 10 short-range ballistic missiles toward its eastern waters on Thursday, according to South Korea’s Joint Chiefs of Staff. The launches, originating from the capital region around 5 p.m. (0800 GMT), followed Pyongyang’s rejection of a U.S. decision to scale back joint military exercises with Seoul.

Emergency Security Measures and Regional Reactions

South Korea’s presidential national security council convened an emergency meeting following the launches. The council issued a statement urging North Korea to halt ballistic missile launches, which are banned by UN Security Council resolutions. Meanwhile, South Korea’s military confirmed it has bolstered its surveillance posture and is closely coordinating information on the launches with both the United States and Japan.

The Japanese prime minister’s office detected a suspected missile launch. Japan’s Chief Cabinet Secretary Minoru Kihara condemned the test-launch, stating that Pyongyang’s actions “threaten peace and security in the region and the international community”.”

The Diplomatic Fracture Over Ulchi Freedom Shield Exercises

The latest weapon tests occurred a day after North Korea shrugged off a joint U.S. and South Korean decision to scale back the 11-day Ulchi Freedom Shield exercises. Prior to their commencement, U.S. President Donald Trump had instructed the Pentagon to “substantially reduce” the drills, pointing to what he described as a positive rapport with Kim alongside South Korea’s unwillingness to back him regarding the conflict in Iran.

Despite the downsized drills, Pyongyang remained unimpressed. Kim Yo Jong, the sister of North Korean leader Kim Jong Un, dismissed the U.S. overture in a statement. In her assessment, the intimidating and aggressive nature of the exercises remains entirely unchanged regardless of any cuts to their scale or length. Furthermore, she rejected President Trump’s assertion that Kim Jong Un had answered his call for dialogue, though she avoided standard North Korean vitriol to note that personal ties between her brother and Trump remain “still excellent.”

Escalating Weapons Modernization and Stalled Diplomacy

The Thursday event marks a continuation of testing by Pyongyang, following previous launches earlier in the year. Analysts who track these missile tests note that they have become a regular feature of Kim Jong Un’s military modernization efforts, potentially tied to “ongoing engine and propulsion testing, including work on solid-fuel systems,” as stated by Kim Dong-yup, an academic at the University of North Korean Studies located in Seoul.

Talks between Washington and Pyongyang broke down in 2019 due to disagreements over the scale of sanctions relief North Korea would receive for dismantling its primary nuclear facility. Since then, Kim has shunned any talks with the U.S., pushed to modernize weapons arsenals and expanded cooperation with Russia. Kim has said he won’t place his nuclear program back on the negotiating table. Analysts suggest that Kim’s ultimate goal is likely securing global acceptance as a nuclear-armed state alongside sweeping sanctions relief, while offering only minimal concessions on denuclearization.
