Mayor Mamdani calls for ICE abolition after Manhattan shooting

Mayor Mamdani calls for ICE abolition after Manhattan shooting

October 23, 2026 Emma Walker – News Editor News

“We will not normalize ICE’s viciousness,” Mayor Zohran Mamdani said, calling for the federal agency to be abolished after an October 8, 2026, shooting in Manhattan. That incident, which involved Immigration and Customs Enforcement agents shooting Oscar Belgal in front of his 5-year-old son, forced into the open a volatile question for New York City: What does the New York Police Department do when federal immigration agents break the law on city streets, and how does a progressive mayor respond when his own police force appears to assist them?

The October 8 Shooting and the Silence on NYPD Involvement

The shooting happened in broad daylight in Manhattan on October 8, 2026. According to accounts, ICE agents wearing plain clothes, masks, and construction-style vests confronted Belgal without proper identification, violating federal rules. NYPD officers arrived on the scene after hearing shots fired. Instead of detaining the unidentified armed men, eyewitness videos and reports show NYPD officers helping with crowd control—including an incident where an officer shoved congressional candidate Darializa Avila Chevalier to the ground—and later clearing a path for federal agents to transport Belgal to a downtown detention facility. Belgal remains in solitary confinement with a bullet in his neck, according to his lawyers.

Mayor Mamdani expressed sharp outrage over the federal operation, declaring ICE rotten to its core. Yet he omitted any public acknowledgment of the NYPD officers who interacted with the federal agents at the scene. While he called the treatment of Avila Chevalier unacceptable, Mamdani repeatedly refused to fire NYPD Commissioner Jessica Tisch, standing by her record on crime and anti-corruption efforts.

Mamdani Signs Order Banning ICE from City Properties

The friction between municipal police and federal immigration enforcement builds on a long history of documented local collaboration. In February 2026, Mamdani signed Executive Order 13 to establish the Mayor’s Office of Immigrant Affairs and ban ICE from using city-owned properties. That order triggered a mandatory audit of city agencies.

That audit followed a December 2025 report by New York City Department of Investigation Jocelyn Strauber, which documented instances of NYPD officers violating local law by assisting federal civil immigration enforcement. When the mayoral administration released its follow-up audit on May 22, 2026, investigators noted significant gaps in accountability and ongoing risks of improper information sharing between local police and federal agents.

The Structural Conflict Facing the Mamdani Administration

Prior mayoral administrations left clear footprints of cooperation. During an immigration raid in Chinatown in October 2025, NYPD officers established perimeters to clear paths for federal agents. Similar scenes played out in May 2026 outside a Brooklyn hospital where ICE agents detained a Nigerian immigrant.

Mamdani’s administration insists that the NYPD responds strictly to public safety calls and traffic disruptions rather than assisting with immigration enforcement. However, the blurred lines during emergency responses leave everyday residents uncertain of how local police will act. Civil rights attorneys and municipal oversight organizations frequently advise affected communities on local sanctuary protections when federal agents operate locally.

The mayor faces a definitive test. His progressive rhetoric demands an aggressive defense of immigrant communities, but his reliance on police leadership and the realities of municipal governance have constrained his direct actions. As federal operations continue across the five boroughs, the city awaits a coherent policy that bridges the gap between mayoral condemnation and daily police practice.
