Lancaster County Men Face animal Cruelty Charges After Neglect Case
LANCASTER, PA – Three men are facing animal cruelty and neglect charges following the revelation of severely malnourished and neglected dogs at a Lancaster Township townhouse in April. Osvaldo Coello-mendoza, the homeowner, is charged with multiple counts of animal cruelty, and two of his roommates also face neglect charges related to the case.
Investigators responded to Sterling Place after neighbors reported seeing a deceased dog on the property. Upon arrival, they found one dog dead and nine others suffering from malnutrition, dehydration, and various injuries. One dog required a leg amputation due to a broken limb, while others exhibited bite wounds and mite infections. The dogs have since been rehomed by the SPCA.
“It feels bad, you know, you need to get water. He needs to take care of everything,” said neighbor Worku Andebrhe, reflecting the community’s concern.
Police allege Coello-Mendoza violated his bail conditions – which prohibited him from owning animals – on two separate occasions, leading to the seizure and rehoming of two additional dogs. The case highlights the importance of responsible pet ownership and the severe consequences of animal neglect.
