Jakarta Civil Servants to Work From Anywhere After Eid al-Fitr | WFA Policy 2026
Jakarta’s provincial government began implementing a Work From Anywhere (WFA) system for civil servants this week, following the Eid al-Fitr holiday, a move designed to offer greater work flexibility while maintaining public service priorities. The policy follows a circular letter issued by the Minister of Administrative and Bureaucratic Reform (PANRB) concerning adjustments to official duties during national holidays, specifically addressing the Hindu Day of Silence (Nyepi) and Eid al-Fitr.
Under the new guidelines, heads of regional government agencies and secretariat bureaus have the authority to determine work arrangements for their employees, utilizing both Work From Office (WFO) and WFA schemes. The WFA provision applies to March 16 and 17, preceding Nyepi, and from March 25 to 27, immediately after the Eid al-Fitr holiday, according to a press release from the DKI Jakarta Provincial Government on March 23, 2026.
The implementation of WFA is capped at 50 percent of employees within any given work unit, with permits granted selectively based on organizational needs and individual employee circumstances. Employees utilizing the WFA option are required to maintain strict work discipline, including mandatory online attendance checks twice daily – between 6:00-8:00 AM and 4:00-6:00 PM local time – using the government’s official application.
Working hours have been adjusted to accommodate the flexible work arrangements. From March 16-17, employees will accumulate 7.5 hours of work per day, increasing to 8.5 hours per day from March 25-27. Performance evaluations for employees receiving workload-based allowances (TPP) will continue to be based on the fulfillment of required working hours, with attendance verified by direct supervisors through the established attendance system.
The DKI Jakarta government stressed that the WFA policy must not compromise the quality of public services. Regional government agencies are tasked with ensuring uninterrupted service delivery while maintaining effective and efficient performance targets. Work units providing direct public services, particularly those operating on a 24-hour basis, are exempt from the WFA policy.
The move comes after a period of fluctuating work arrangements for Jakarta’s civil servants. In August 2023, the DKI Jakarta provincial government implemented a work-from-home policy in response to poor air quality and to support preparations for the ASEAN Summit. That policy, requiring at least 50 percent of employees to work remotely, ran from August 21 to October 21, 2023. However, in September 2025, Governor Pramono Anung Wibowo revoked a previous work-from-home instruction, citing a return to normal conditions in the capital city and requiring employees to resume working from the office. He also mandated the use of public transportation by provincial employees every Wednesday.
Currently, the DKI Jakarta Provincial Government is awaiting further instructions from the central government regarding broader adjustments to civil servant work patterns amid ongoing budget efficiency measures, according to Acting Governor Teguh Setyabudi. The central government, through the State Civil Service Agency (BKN), has discussed the possibility of allowing ASN to work from anywhere for two days a week, a proposal that remains under consideration.
