France’s Top Court Blocks Social Media Ban for Under-15s

France’s top court has blocked a legislative push to ban social media access for children under the age of 15, according to reporting by Reuters and CNN. The judicial intervention halts an initiative championed by French President Emmanuel Macron to regulate digital platform usage for minors.

The Legislative Backlash and Judicial Roadblock

The blocked legislation formed part of a broader European trend aiming to curb youth exposure to online harms and protect mental health. According to coverage by The Guardian and the BBC, the French parliament had previously adopted the ban with the intention of rolling out mandatory age-verification tools. Under the proposed framework, new accounts for users under 15 would have faced restrictions starting in September, with universal age verification for all existing accounts scheduled to take effect by January 2027.

Critics and legal watchdogs raised alarms regarding individual privacy, the technical efficacy of verification mechanisms, and the risk that teenagers would simply bypass restrictions. Similar debates have shadowed international efforts, such as Australia’s implementation of a platform ban for teenagers under 16, which researchers noted has faced significant enforcement challenges.

Broader Regulatory Shifts Across Europe

France is not alone in grappling with the legal complexities of digital age limits. European Commission President Ursula von der Leyen proposed a continental “social media delay” for children earlier in the year, signaling that Brussels intends to introduce bloc-wide regulations. Meanwhile, the United Kingdom announced parallel plans under former Prime Minister Sir Keir Starmer to restrict social media access for under-16s by January 2027, alongside optional evening curfews for older teens.
