France Grants €25.5 Million to WHO for Global Health Priorities

France Grants €25.5 Million to WHO for Global Health Priorities

October 26, 2026 Dr. Michael Lee – Health Editor Health

France Signs €25.5 Million Funding Agreements with the World Health Organization

France committed €25.5 million in new funding agreements with the World Health Organization to support global health priorities, emergency responses, and primary healthcare initiatives. His Excellency Jérôme Bonnafont, Permanent Representative of France to the United Nations in Geneva, and Dr. Tedros Adhanom Ghebreyesus, WHO Director-General, finalized the package in Geneva, according to the World Health Organization.

Key Clinical Takeaways:

  • France signed €25.5 million in funding agreements with the WHO to support global health priorities, humanitarian crises, and primary care.
  • The package includes €4.5 million in fully flexible funds for the Core Voluntary Contribution Account and €15 million dedicated to One Health, universal health coverage, and communicable disease programs.
  • A dedicated €6 million portion targets humanitarian operations, allocating funds directly to mental health in Ukraine, a cholera outbreak in Malawi, and emergency response in Gaza.

WHO Receives Flexible Funds for Priorities and Strategic Initiatives

The newly signed agreements allocate €4.5 million directly to the Core Voluntary Contribution Account of the WHO. These fully flexible funds permit the organization to distribute resources to key priorities outlined in its General Programme of Work without pre-allocated restrictions. An additional €15 million targets specific strategic initiatives, including the One Health approach, the advancement of universal health coverage, primary health care, communicable and noncommunicable diseases, and the medical countermeasure initiative. This portion also supports country readiness strengthening through the WHO office in Lyon, France.

Targeted Humanitarian Aid for Active Crises

Beyond structural health programs, a €6 million segment of the contribution addresses active humanitarian emergencies across multiple regions. Specifically, €2 million supports enhanced mental health initiatives in Ukraine, while €0.35 million aids the ongoing response to the cholera outbreak in Malawi. France also allocated €1 million to the WHO humanitarian response in Gaza and €2 million to strengthen technical and human activities within the WHO office in the occupied Palestinian territory. Finally, €0.65 million enters the Contingency Fund for Emergencies for deployment as urgent needs arise.

Alignment with the France Global Health Strategy 2023-2027

These agreements operate under the umbrella of France’s WHO Framework Agreement for the period 2020-2025, which guarantees sustainable financial backing for priority health programs. The joint collaboration priorities for 2022-2023 feature the operational work of the WHO Academy based in Lyon, health systems strengthening for universal health coverage, health emergencies management under the International Health Regulations, and the reduction of health inequalities. These priorities mirror the objectives detailed in the France Global Health Strategy 2023-2027, published in October 2023.

“As one of the world’s largest economies, France has a critical role to play in global health. France’s financial contributions and agreements, signed today, provide flexibility and align well with WHO’s priorities to promote, provide, protect, power and perform for health,” Dr. Tedros Adhanom Ghebreyesus stated.

“Committed to global health, France supports the WHO’s action in crises and for the benefit of the most vulnerable,” Jérôme Bonnafont noted regarding the ongoing partnership. This builds upon prior funding cycles, including the 2020-2021 period where the Republic of France contributed over US$ 143 million to the WHO, maintaining a 76% distribution in flexible and thematic funds.
