DPWH Secretary Dizon orders perpetual ban of Wawao Builders, Syms Construction for ghost projects

DPWH Secretary Dizon orders Perpetual ban for Firms Linked to ‘Ghost’ Projects

MANILA – Department of Public Works and Highways (DPWH) Secretary Manuel Bonoan has‍ ordered a perpetual ban‍ from ⁣future DPWH​ contracts for Wawao Builders and SYMS Construction ⁢Trading, firms found to be contractors for “ghost” flood control‍ projects in Bulacan⁤ province. The decision follows inspections revealing substandard or nonexistent infrastructure despite millions in allocated funding.The crackdown‍ comes in response ⁣to President Ferdinand ​Marcos Jr.’s directive⁣ for swift action‌ and ⁢accountability ‍regarding anomalous projects. The projects in question include a P96.5-million project awarded to Wawao‍ Builders and ⁢a ⁢P55-million project awarded to SYMS‍ Construction Trading, both located in⁢ Bulacan. Additionally, a P107.9 million‍ project built by Great Pacific Builders ⁢and Gen Contractor incorporated, owned by the Discayas, was found to have substandard materials.

DPWH Press Officer Claire Castro stated⁤ that criminal charges will be filed against both Wawao Builders and SYMS Construction Trading. Secretary Bonoan further indicated⁢ he⁤ would recommend‌ filing charges against‍ the two firms with the department of Justice.

Wawao Builders is among the top 15 contractors that ⁤previously secured major flood control projects from July 2022 to May 2025. Its general manager, Mark allan Arevalo, recently ​invoked his right against self-incrimination ⁤during ​a ‍senate Blue Ribbon Committee hearing on anomalies in flood ⁣control projects when questioned ⁣about the existence ‌of “ghost” projects. ​

The P55-million reinforced concrete river wall project in Barangay Piel, Baliuag, Bulacan, ⁣undertaken by ⁣SYMS Construction trading, was identified as a “ghost” project by President Marcos‌ during an‍ inspection on‍ August 20.Secretary dizon emphasized that all contractors involved in⁤ “ghost” flood control projects will ‍face an “automatic perpetual ban” from⁤ the DPWH.
