Mengzi Introduces ‘One Code Pass’ for Cross-Border Fresh Produce
Yunnan Province is revolutionizing cross-border logistics with a new “Green Connect One Code Pass + Cross-border One Lock” system. This initiative significantly slashes transit times and costs for fresh agricultural products moving between China and Vietnam.
Streamlined Cross-Border Movement
The innovative system was unveiled on August 1st during an event in the Mengzi Economic Development Zone. Hosted by the Provincial Department of Transportation and Kunming Customs, the launch focused on direct vehicle departures. The new model employs a “Green Pass One Code Pass + Cross-border One Lock” approach.
Under this new procedure, exported goods are transferred to the Honghe Bonded Zone. Customs clearance is pre-arranged at the Mengzi Customs supervision site. Once customs verifies the information, the system automatically records the clearance. This allows designated “Green Pass” vehicles to travel unimpeded on Yunnan’s expressways.
‘Green Channel’ for Efficiency Gains
Upon exiting the country, vehicles undergo a green pass inspection. Toll stations scan a QR code generated by export toll lane software to access the vehicle’s traffic data. The system then cross-references this with customs verification records using the license plate number, authorizing rapid passage through the “green channel.”
A representative from the Provincial Department of Transportation highlighted the system’s impact, stating, This model has greatly shortened the inspection time by 90%, and saved personnel and labor costs by 30%, greatly improving cross-border transportation efficiency, reducing the operating costs of enterprises, reducing the loss of fresh agricultural products during transportation, and bringing tangible benefits to enterprises and farmers.
The effectiveness of this new system is substantial. According to a recent report, streamlining customs procedures can reduce border wait times by up to 50%, boosting regional trade volumes significantly (UNCTAD 2023).
Nationwide Rollout Planned
To maximize these benefits, Yunnan Province will fully implement the “Green Connect One Code Pass + Cross-border One Lock” model starting August 4th. All customs supervision sites, ports, and expressway toll stations within Yunnan will adopt this efficient system for transportation to neighboring countries, fostering more convenient and effective trade relations.
