Banjar City Satpol PP Unseals Telecommunications Tower in Waringinsari

Satuan Polisi Pamong Praja (Satpol PP) Kota Banjar halted construction and sealed an unpermitted telecommunication tower located in Dusun Sukanegara RT 04 RW 01, Desa Waringinsari, Kecamatan Langensari, according to reporting by Harapan Rakyat and Jabar Ekspres. The enforcement action, executed on Friday, June 5, 2026, followed the developer’s failure to respond to two prior warnings regarding missing municipal permits.

Municipal enforcement officers placed large yellow sealing banners and barikades across the perimeter fence of the tower site to bar workers from entering or continuing any construction activity, as reported by Insiden24.com. According to Satpol PP head Irwan Adhiawan, the structure—owned by PT Profesional Telekomunikasi Indonesia (Protelindo)—did not have security guards stationed on-site at the time of the inspection.

Local residents supported the decisive municipal intervention, according to field accounts cited by Jabar Ekspres, pointing to a lack of proper administrative procedures during the initial setup.

Regulatory Violations and Missing Permits

The municipal government acted under Peraturan Daerah (Perda) Kota Banjar Nomor 17 Tahun 2013, which mandates complete administrative documentation and technical safety recommendations for all telecommunication towers built within city limits. Speaking to local media on Sunday, June 7, 2026, Irwan Adhiawan confirmed that the project bypassed these foundational legal requirements.

“Sementara ini proses perizinannya belum ada. Jadi secara aturan tidak boleh ada aktivitas pembangunan,” ujar Irwan, explaining that the absence of a proper license makes any physical progress illegal under regional bylaws.

Before deploying field enforcement teams to apply the physical seals, the agency dispatched two formal warning letters to PT Protelindo. Both notices requested that the company halt operations voluntarily or complete the missing administrative filings within a set timeframe. Because the developer ignored both warnings, the agency escalated the case to a temporary shutdown.

Municipal Oversight and Next Steps

The current sealing measure remains temporary, pending compliance from the developer. Irwan Adhiawan confirmed that municipal authorities will lift the seals only after PT Protelindo secures all mandatory building and technical permits through official channels. Until those documents are issued, Satpol PP maintains a strict ban on all structural work at the Waringinsari location and plans ongoing surveillance patrols to monitor the site.

This enforcement marks the second similar case handled by the Banjar Satpol PP administration throughout 2026. Municipal officials encourage residents across the city to report any unverified or suspicious tower construction directly to the Satpol PP office.
