ASEAN Pushes for Stronger Science & Tech Collaboration at Laos Summit

June 28, 2026 Emma Walker – News Editor News

ASEAN leaders pledged to strengthen science and technology cooperation during a meeting in Laos, with officials from member states and participating nations endorsing initiatives to enhance regional innovation networks. The commitment emerged at the 22nd ASEAN Ministerial Meeting on Science, Technology, and Innovation (AMMSTI-22), held in Vientiane from June 12–14, 2024, according to the ASEAN Main Portal. Delegates from Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand, and Vietnam, alongside observers from China, Japan, and South Korea, discussed frameworks for joint research projects and digital infrastructure development.

The meeting focused on aligning national science policies with ASEAN’s 2025 Vision, which emphasizes technological self-reliance and sustainable growth. A key outcome was the adoption of a roadmap to establish a regional innovation hub, aimed at fostering startups and accelerating technology transfer among member states. According to The Star, the initiative seeks to address gaps in digital literacy and access to advanced manufacturing tools, particularly in less economically developed ASEAN nations. No specific funding figures were disclosed in the preliminary reports.

ASEAN Secretary-General Lim Jock Hoi highlighted the importance of cross-border collaboration during his opening remarks, stating that “technological integration is critical to building a resilient regional economy.” His comments were reported by the ASEAN Main Portal, which noted that the secretary-general also emphasized the need for regulatory harmonization to support tech startups. The statement aligns with broader regional efforts to reduce trade barriers and streamline intellectual property protections, though no formal agreements were signed during the event.

Regional officials cited the 2023 ASEAN Digital Integration Framework as a foundation for the new initiatives, which includes targets for broadband penetration and AI adoption. The framework, adopted by all member states, sets a goal of 80% internet access in rural areas by 2025. During the meeting, Laos, as the current ASEAN chair, proposed a pilot program to distribute low-cost computing devices to educational institutions in member states with limited digital infrastructure. The proposal received preliminary support but requires further consultation with technical experts.

The gathering also addressed concerns about cybersecurity and data governance, with delegates agreeing to form a working group to draft a regional cybersecurity strategy. The group will report to the next AMMSTI meeting in 2025, according to the ASEAN Main Portal. No details were provided on how the strategy would balance national sovereignty with cross-border data sharing, a persistent challenge in regional tech policy.

While the discussions centered on collaborative projects, no concrete timelines or financial commitments were announced. The absence of specific funding pledges contrasts with the 2022 ASEAN Science and Technology Fund, which allocated $150 million for climate-resilience research. Officials declined to comment on whether the new initiatives would secure similar funding, citing ongoing budget negotiations within member states.

The outcomes of the meeting will be reviewed at the 2025 ASEAN Summit, where leaders are expected to assess progress on the regional innovation agenda. Until then, the focus remains on technical consultations and stakeholder engagement, as outlined in the ASEAN Main Portal’s final statement. The lack of immediate policy shifts underscores the complex diplomatic dynamics shaping ASEAN’s approach to technological integration.
