ANAC Launches Open Source Transparency Platform for Italian Public Administration

ANAC ⁣Launches ⁤Enhanced⁣ Openness Platform‌ with‌ Open-Source Software

The ⁣national Anti-Corruption Authority (ANAC) has substantially boosted ​transparency in Italian public administration with the launch ‍of an enhanced Single Platform⁤ for Transparency. Developed‍ in collaboration with the National Research ⁤Council⁣ (CNR), the​ open-source “transparency” software went live on september 19, 2025, marking a key advancement‍ in data accessibility and institutional accountability.

This initiative aims to provide a unified and standardized access point for all data public administrations are legally required to publish, ⁢responding to growing demands from citizens, institutions, and the administrations themselves ⁣for simplified procedures.

According to ANAC President Giuseppe⁣ Busìa, the platform serves as “a unitary tool​ to collect, organize and make available details, documents and data of public interest,” fulfilling obligations outlined​ in Legislative Decree 33 of 2013. Busìa‍ emphasized the importance of a strategic approach to integration‌ and interoperability, allowing for the gradual incorporation of data from various public databases, reducing‍ administrative burdens and ensuring data consistency.The goal⁢ is to ‍move beyond mere compliance and transform transparency into a driver of efficiency and ‌citizen engagement.

CNR President Andrea Lenzi highlighted the project as a demonstration of‌ how‌ research can deliver practical solutions for⁣ public benefit.⁢ “The collaboration with Anac has made it possible to ‌enhance CNR ‍skills that have served ⁣to strengthen transparency, ⁣simplify the processes and ⁤contribute to a more modern and effective administration,” he stated.

How it Works:

The‍ “transparency” software utilizes advanced⁤ web crawling and scraping technology to analyze the “Obvious Administration” sections of all 23,663⁣ Italian public administrations in​ under 20 hours.It automatically verifies compliance with the structural requirements of Legislative Decree 33/2013 and subsequent amendments,identifying any ⁣gaps or⁢ inconsistencies.

This objective evaluation forms a core component of ANAC’s Single Platform for Transparency, which also integrates data from vital sources including:

* The National ANAC database of public contracts
* The local public services database
* Data on ⁢certificates from⁢ autonomous evaluation bodies (OIV)
* Istat database on the resident population
* The MEF public administration database
* The digital home index of the public administration and managers of public services (IPA index)

This integration represents a meaningful step⁣ forward, offering‌ ANAC, administrations, and citizens an intuitive and powerful tool to improve the quality, correctness, and ⁣completeness of available information, making transparency a concrete and accessible reality⁤ for all.
