Sylla’s appointment as Finance Minister earlier this month, following a cabinet reshuffle announced by President Mamadi Doumbouya on February 2nd, coincided with these economic challenges. She replaced Mourana Soumah, who was reassigned to the Ministry of Communication, Digital Economy, and Innovation. Prior to her role as Finance Minister, Sylla served as Guinea’s Minister of Agriculture between 2025 and 2026. She similarly held a position as Joint Resident Representative for Namibia with the World Bank Group, a newly created role designed to streamline access to the institution’s services across the African continent. Sylla’s expertise in private sector development, cultivated during her time with the World Bank, is expected to inform the implementation of the health systems agreement. Sylla holds a master’s degree in public policy from the University of Oxford, as well as master’s degrees in development economics from Williams College in the United States, and in economics and business administration from the University Paris 1 Panthéon-Sorbonne.
