Vodafone Ireland is preparing to launch satellite-based direct phone and video calling capabilities, aiming to be the first mobile network operator in the country to offer the service. The company has already identified a rural location for testing, according to Sheila Kavanagh, director of networks at Vodafone Ireland.
Whereas a firm launch date and marketing strategy remain undefined, Kavanagh stated the rollout is contingent on sufficient satellite infrastructure being in place to ensure consistent connectivity, as well as regulatory approval from ComReg, Ireland’s communications regulator.
The move reflects a growing industry trend toward utilizing satellite technology to extend mobile coverage to areas with limited or no terrestrial network access. Kavanagh’s role at Vodafone Ireland encompasses overseeing the company’s network infrastructure, a position she has held since taking up the Chief Network Officer role prior to 2023, according to a recent podcast interview.
Vodafone Ireland’s broader sustainability goals are also influencing its network strategy. Kavanagh highlighted the company’s commitment to becoming carbon neutral by 2040, with initiatives focused on reducing energy consumption and maximizing the reuse, resale, or recycling of network waste. She noted a project leveraging artificial intelligence to reduce energy usage within the network, demonstrating a focus on environmentally conscious operations.
Kavanagh, who previously served as Chief Technical Officer for Vodafone Malta, brings extensive international experience to her current role. Her career began with Eircell, the predecessor to Vodafone Ireland, providing her with a long-standing perspective on the evolution of mobile networks in the country.
The planned satellite service is expected to particularly benefit enterprise customers, enabling the apply of Mobile Private Networks (MPN) and supporting Industry 4.0 applications. Vodafone Ireland is also exploring opportunities within the Open Radio Access Network (O-RAN) ecosystem, indicating a commitment to network innovation and diversification.
According to LinkedIn, Sheila Kavanagh has over 15 years of experience in senior international technology leadership roles. She holds a degree from Trinity College Dublin and currently has over 500 connections on the professional networking platform.
As of February 27, 2026, ComReg has not publicly commented on Vodafone Ireland’s plans to launch satellite-based direct phone and video calling services.
