A strategic partnership was formalized between the Tanger-Tétouan-Al Hoceïma Regional Council and the World Green Economy Organization (WGEO) to advance sustainable urban development across African cities. The agreement culminated in the inaugural Regional Forum of the Green Economy (RGEF 2025), held in Tangier on July 24th and 25th, 2025, under the patronage of King Mohammed VI.
The forum, supported by the Moroccan Ministry of Energy Transition and Sustainable Development, and hosted by the Tanger-Tétouan-Al Hoceïma Regional Council in partnership with CGLU Africa, convened over 400 participants. Attendees included policymakers, local elected officials, representatives from territorial communities, financial institutions, economic operators, experts, young leaders, and technical partners. The event focused on bolstering African cities’ pathways to carbon neutrality.
The RGEF 2025 operated under the theme “Strengthening African Cities: Paving the Way for Carbon Neutrality.” The forum’s structure comprised 29 sessions, including plenary sessions, thematic round tables, capacity-building workshops, and experience-sharing opportunities. Discussions centered on the conditions for successful sustainable urban planning, grounded in carbon neutrality, energy transition, social justice, climate resilience, and technological innovation.
The Tanger-Tétouan-Al Hoceïma Regional Council, led by President Omar Moro of the Rassemblement National des Indépendants (RNI) since 2021, is composed of 63 regionally elected councilors serving six-year terms. The council’s headquarters are located at Rue Al Ouchak, Tangier 90040. The council has established seven permanent commissions, as outlined in its internal regulations, to address specific areas of regional development.
Prior to Moro’s leadership, the council was presided over by Ilyas El Omari of the Authenticity and Modernity Party (PAM) from 2015 to 2019, and subsequently by Fatima El Hassani, also of PAM, from 2019 to 2021. The current composition of the council includes 18 seats held by the RNI, 14 by PAM, 13 by the Istiqlal party, 8 by the Socialist Union of Popular Forces, 7 by the Constitutional Union, and 1 seat each for the Justice and Development Party, the Progress and Socialism Party, and the Popular Movement.
Alongside the forum, the Regional Council has been actively promoting sports initiatives and strengthening sports infrastructure through collaborative efforts with institutional partners and civil society organizations.
The WGEO has not yet released a comprehensive report detailing specific outcomes or commitments arising from the RGEF 2025. Further sessions are planned, but dates and locations have not been publicly announced.
