The 460-page report primarily addresses the logistical challenges of increased public transport demand on matchdays, notably absenting any discussion of sporting facilities themselves, signaling a lack of support for a comprehensive stadium project.
This latest hurdle adds to a history of failed attempts to modernize the iconic stadium. Previous approval granted to former owner Roman Abramovich for a 60,000-seat expansion was ultimately abandoned due to visa complications and bureaucratic delays.
