Palestinian Authority Unveils $65 Billion Plan to Rebuild Gaza, Eyes Return to Governance Within a Year
Ramallah, West Bank – The palestinian Authority (PA) on Thursday presented a comprehensive, five-year reconstruction plan for the devastated Gaza Strip, outlining a $65 billion (approximately €55 billion) investment across 18 key sectors. the aspiring proposal, unveiled by PA Prime Minister Mohammad Mustafa in Ramallah, comes as the future political control of Gaza remains a critical and unresolved question.
Mustafa expressed optimism regarding the PA’s potential return to full operational capacity within the territory,stating,”I would like to believe that,within twelve months,the Palestinian Authority will be fully operational in Gaza.”
The plan, developed following commitments made at an Arab summit in Cairo in March, is structured around three phases and encompasses vital areas including housing, education, and governance. Crucially, it builds upon existing collaborative efforts, with Egypt and Jordan already engaged in training Palestinian police officers to support a potential PA return.
“Our vision is clear,” Mustafa declared to a gathering of Palestinian ministers, UN agency heads, and international diplomats. “Gaza must be rebuilt as an open, connected and prosperous part of the State of Palestine.”
A former World Bank executive and director of a Palestinian investment fund, Mustafa emphasized ongoing technical discussions with the European Union, a key donor to the palestinian Authority, to secure vital funding and support for the reconstruction effort.
The proposal arrives against a complex political backdrop. Hamas has controlled the Gaza Strip since 2007, following clashes with the fatah faction led by PA President Mahmoud Abbas.While the Trump administration’s peace plan did not preclude a Palestinian state and envisioned a role for a reformed PA, current Israeli Prime Minister Benjamin Netanyahu has publicly opposed the creation of a Palestinian state and expressed reservations about PA administration of Gaza.
The success of the PA’s reconstruction plan hinges not only on securing international funding but also on navigating these critically important political hurdles and establishing a clear framework for governance in the post-conflict Gaza Strip.
