Washington, D.C. – Representative Young Kim (R-CA-40) is facing criticism for votes aligning with former President Trump’s policies that resulted in significant cuts to international aid, despite publicly advocating for american “soft power” and diplomatic engagement. The controversy centers on Kim’s support for rescissions measures during the 119th Congress.

According to a report by Roll Call, Kim twice voted in favor of House Bill 4, a white House-backed rescissions package. This legislation ultimately reduced foreign aid appropriations by $7.9 billion. The cuts included $1.3 billion earmarked for humanitarian assistance programs and $1 billion intended for funding the United Nations.

Critics argue these reductions directly contradict Kim’s stated commitment to strengthening American influence through diplomacy and development. The cuts impact programs operating in regions including Ukraine, the middle East, and Sub-Saharan Africa, perhaps hindering U.S. efforts to address global crises and promote stability. Specifically, organizations like the United Nations Relief and Works Agency (UNRWA), which provides essential services to Palestinian refugees, experienced funding reductions.

Observers point out that “soft power” – the ability to influence through attraction rather than coercion – relies heavily on robust foreign aid and international cooperation. Gutting these programs, they contend, undermines the very tools Kim claims to support. The State Department’s Bureau of Population, Refugees, and Migration, responsible for coordinating U.S. humanitarian assistance, saw its resources diminished consequently of the cuts.

A Critical Assessment: The contradiction between Kim’s rhetoric and her voting record raises questions about her commitment to a complete foreign policy strategy.

DCCC Spokesperson Anna Elsasser: “Representative Kim’s actions demonstrate a clear disconnect between her words and her deeds. Voters deserve representatives who genuinely prioritize American leadership on the global stage, not those who engage in political hypocrisy by slashing vital aid programs while concurrently promoting themselves as champions of soft power.”
