Teh New York State Cannabis Control Board (CCB) has approved 52 new adult-use licenses, bringing the total number of licenses across the state to 1,851. This significant approval occurred during the CCB’s monthly public meeting, which also included a market update from the Office of Cannabis Management (OCM).
Of the newly approved licenses,a ample 62% are held by Social and Economic Equity (SEE) licensees. Minority- and women-owned businesses each represent 56% of these licenses. The approved licenses encompass one Adult-Use Cultivator license, five Adult-Use Distributor Licenses, six Adult-Use Microbusiness Licenses, 23 Adult-Use Processor Licenses, and 17 Adult-use Retail Dispensary licenses. Moreover, two new Registered Organizations were approved, signaling continued expansion within the state’s medical cannabis industry.

Reid, Acting Executive Director of the OCM, expressed optimism, stating, “We are encouraged by the pace of submission review for the November queue and the number of entrepreneurs entering the market. We also recognize the importance of balance. We’re actively working with our stakeholders to ensure that growth is sustainable and that the opportunities created today lead to long-term success for the marketplace in the future.”
The OCM also reminded licensed cannabis cultivators about the upcoming PowerScore Report deadline.PowerScore serves as the approved platform for licensees to fulfill energy and water reporting requirements, which is crucial for aligning with the state’s climate goals. The initial report is due August 31,2025.
Along with these developments, the OCM has launched its Technical Assistance and Incubation Survey to gather valuable feedback from participants within the state’s cannabis marketplace. The cannabis Control Board also accepted the annual report from research licensee OCM-RSCH-24-0002, confirming the licensee’s merit to continue its research activities.

The market is anticipated to exceed $2 billion in overall sales.
