A minor beaten a woman in front of a shop in Pernik, for no reason. A 13-year-old turned out to be an attack on random people in a mall in Sofia. Minors attacked, and would have put a hospital with a comocio at a large Sofia shop, just because they made a note of them not to spit on the staff and customers of the restaurant. Three youths, naked to the waist and with masked faces, beat two men in the very center of Sofia – the area of Slaveykov Square. “Local” attacked a boy in the subway to get him expensive sneakers and a T -shirt, and only the use of the extreme button in the motorcycle saves him.
These are actually just a small part of the everyday horrific manifestations of aggressive young people and girls moving into almost all major cities and filming sinister videos in which they beat classmates or random people.
It is only enough to note the results of a 15-day police operation “to prevent and actively counteract the crimes committed by minors and minors” to see that the state and its institutions raised a whole generation of children.
418 of the audited nearly 2000 minors are already criminally charged.
And light in the tunnel is not visible. For years, this country has underestimated all the manifestations of aggression, simply registering them, not punishing them. All of them closed their eyes to drastic cases of violence in schools and drug use in nightlife and discos. It was only when the “locals” became completely brazen and began to be spent on the central streets, prosecutors, Interior Ministry, agencies and committees moving. Because, as it turned out, there were dozens of signals from citizens for groups of persons dressed in black, which in many cases had masks, knives, sticks and sprays. They were walking in the central city part of Sofia, specifically around the National Theater, the Krystal Garden and the National Palace of Culture.
The recognition came from the Director of the Interior Ministry Chief Commissioner Lyubomir Nikolov. “In some cases, they attack defenseless citizens, more often minors, in the dark part of the day. In 24 of these cases we have detained persons and pre-trial proceedings initiated when the law allows us, since we do not initiate pre-trial proceedings against minors.
The Interior Ministry has made it clear that he is very familiar with the profile of the “locals” – they are mostly from 14 to 18 -year -old children of well -insured parents who have a lot of money. “They probably aim to show their skills acquired in the gyms and want to prove themselves, not do it for some financial reason when it comes to thefts and robberies,” said high -ranking police officers.
But they saw no guilt in themselves.

Interior Minister Daniel Mitov concluded. He added that “the lack of care, parental supervision and gaps in the education system are also responsible.” According to him, the blame cannot be sought in an institution or organization. The Institute of Psychology at the Ministry of the Interior, on the other hand, spread a guide to help security companies to deal with the aggression of minors. The councils, which are more than general, took place in recommendations for the guards “strictly comply with the Private Security Act, the Penal Code, the Law on the Protection of the Child and the Ordinance on the Specialized Protection of Children in Public Places”, as well as “Avoid physical force, except in the last resort and only within the law”.
Verbal communication had to be in the direction of calming – using a calm tone, clear commands and non -violent language. The guards should not stand in an aggressive posture, offend or demonstrate arrogance and irony.
Traditionally, the Ministry of the Interior demanded a complete change in legislation.
The prosecutor’s office also stirred. I.F. Prosecutor General Borislav Sarafov even convened an emergency working meeting in “Connection with the frequent cases of crimes committed by minors and minors in the capital and major regional cities that have acquired publicity as” locals “. It also included the Ministry of the Interior in order to dispose of “a complex of measures across the country for the prevention of cases of violence from youth groups”. The two institutions have vowed to start a “serious fight against these abusers”, with an investigation in each case. From there, they explained that “in cases of serious violence, young people were detained, although they were minor”, and “their forensic registrations will influence in their future.”

And the situation does not change. Even if the thugs are found and arrested, only hours later they are free and at best they are given to the Children’s Pedagogical Room. Parents and lawyers start carrying nine wells arguments to blame their children – how bustlers saved a girl, how they were provoked, how everyone was a little more lush at that age. So the sentences are not reached at all. They all diverge with some administrative penalties.
And that makes the beaters in question even bolder and often more violent.
Some even raise their “authority” in these environments.
There is no information on how many of the children in question have been punished effectively? How many recurrents are? How many parents are fined that their minor or minor children are out all night? Do institutions, teachers, prosecutors, police officers speak at all or just pass the ball?
One thing is for sure – in this whole system of sanctions, norms and rules, there is complete chaos, which only leads to even greater violence. Because these hundreds, and probably thousands of children, will become adults and will gain even greater self-esteem and audacity that they will use against weaker and defenseless. Especially at this complete state insanity and impunity.
