Vietnam School Embraces Global Citizenship Education for Ethnic Minority Students

HANOI, Vietnam Vietnam’s Ministry of Education and Training is intensifying efforts to embed Global Citizenship Education (GCE) across the national curriculum, with new professional standards for teachers and school administrators designed to foster critical thinking, collaboration, and a focus on global challenges. the initiative, announced today, aims to move beyond theoretical frameworks and create a lasting impact on Vietnamese schools.

The push for GCE integration comes as vietnam seeks to prepare its students for an increasingly interconnected world.According to Pham Tuan Anh, a representative of the Department of Teachers and Educational Managers, the newly released professional standards require educators to demonstrate proficiency in areas such as critical analysis, technology utilization, collaborative skills, and pedagogical approaches addressing issues like environmental sustainability, equality, and sustainable advancement. School principals are tasked with cultivating inclusive learning environments,incorporating GCE into the curriculum,enhancing international integration capabilities of staff,and fostering a school culture centered on equity,democracy,sustainability,and inclusion.

These standards are being developed in conjunction with Vietnam’s National Action Plan for the 2025-2030 period, with the Department of Teachers and Educational managers playing a central role in teacher training and professional development. The goal is to equip educators with the tools and knowledge necessary to effectively implement GCE policies.

“Investing in the skills, attitudes, and professional commitment of our educators is an investment in the long-term quality of education for the future,” stated Pham Tuan Anh. The ministry recognizes that accomplished GCE implementation requires a fundamental shift in pedagogical approaches and a commitment to ongoing innovation.

Building on this momentum, Le Nguyen Trung Nguyen, drawing from practical experience, has advocated for the creation of a national network of schools actively practicing GCE. This network would serve as a platform for sharing curricula, resources, methodologies, and implementation experiences. Nguyen also emphasized the importance of continued international cooperation to ensure educators have access to the latest skills, multidimensional approaches, and global perspectives. Furthermore, he proposed the development of a thorough set of indicators to evaluate GCE implementation at the school level, assessing the connections between students, curriculum, the learning environment, staff, and the wider community.

The initiative aligns with Sustainable Development Goal 4 (Quality Education) of the United Nations’ 2030 Agenda, specifically targeting the development of global citizenship competencies among learners.Vietnam’s commitment to GCE reflects a broader trend in Southeast Asia towards incorporating international perspectives into national education systems. The Ministry of Education and Training has not yet announced a specific budget allocation for the initiative, but officials indicate that funding will be sourced from both national and international partnerships.
