During the Moscow talks, Putin asserted that Russia is making real progress on the battlefield. He reiterated to the US envoys that any lasting resolution requires addressing the root causes of the conflict. Neither Washington nor Moscow has signaled a retreat from core strategic positions. Negotiators continue to grapple with the fate of remaining Ukrainian-controlled territories in the eastern Donbas region, which Moscow has claimed but failed to fully capture.

The Tripartite Horizon and Escalating Costs

Kyiv is actively preparing to re-engage in tripartite talks slated for October. Kiryl Budanov, head of the Ukrainian presidential office, confirmed these preparations to local media outlets, framing them as a structured effort to pursue a negotiated settlement. The last high-level tripartite gathering occurred in Geneva back in February, but momentum stalled as Washington shifted significant diplomatic bandwidth toward the conflict with Iran.

This diplomatic maneuvering unfolds against a backdrop of intensifying physical destruction. Russian strikes across multiple Ukrainian regions resulted in nine deaths and numerous injuries, damaging residential areas and critical infrastructure. Civilian casualties have mounted steadily over the past two months as targeting of power generation facilities accelerates. In response, Ukrainian forces have struck long-range targets within Russian territory, including a major synthetic rubber producer in Tolyatti, Samara region, which supplies additives for rocket fuel.
