Typhoon Narra Triggers Widespread Flooding and Mass Evacuations in Southern China

Typhoon Narra forced the evacuation of approximately 54,000 people across China’s southwestern Guangxi region, after torrential rains and landslides battered infrastructure, submerged low-rise structures, and disrupted transport networks, according to state broadcaster CCTV and regional disaster reports.

Widespread Displacement and Rescue Operations in Guangxi

Rising floodwaters prompted authorities in China to relocate roughly 54,000 residents over the weekend, with 8,087 people moved directly into emergency shelters, according to state broadcaster CCTV. Aerial footage broadcast by the network showed brown floodwaters engulfing parts of Chongzuo city. Roads and clusters of low-rise buildings vanished beneath the surface as local waters surged.

Chinese rescuers wearing rubber boots waded through knee-deep water, deploying boats to navigate inundated neighborhoods and extract stranded residents. Water levels at 20 monitoring stations across 15 separate rivers exceeded warning thresholds during the height of the storm. State forecasters warned that the atmospheric threat remained active, projecting torrential rain to persist through Wednesday across Guangxi, Guangdong, Hainan, and Fujian.

The severe weather also impacted major national initiatives. China postponed the uncrewed Chang’e-7 lunar mission, which had been scheduled for launch from Hainan’s Wenchang Space Launch Site. The National Astronomical Research Institute of Thailand, which contributed a scientific payload to the mission, confirmed the delay stemmed directly from the typhoon’s interference with launch conditions.

Infrastructure Damage and Agricultural Devastation in Northern Vietnam

Across the border in northern Vietnam, days of persistent downpours brought by Typhoon Narra claimed one life and displaced more than 4,300 households. Mountainous provinces bore the brunt of the initial deluge. Lang Son and Cao Bang recorded between 236 mm (9 inches) and 300 mm (12 inches) of rain in the 24 hours leading up to Monday morning, triggering floods and landslides.

The flooding extended into Quang Ninh province, home to the UNESCO World Heritage site of Ha Long Bay. Water inundated parts of the city, bringing regional tourism, local fishing, and transport links to a temporary halt. Daily routines ground to an abrupt stop as schools and offices closed. Power infrastructure suffered significantly, with snap links cutting electricity to nearly 55,000 families. Furthermore, the storm destroyed more than 10,000 hectares (25,000 acres) of rice and other agricultural crops.

While Typhoon Narra lingered over the Beibu Gulf—also known as the Gulf of Tonkin—weather officials confirmed the system would not make direct landfall. Instead, the stationary storm system continued to channel heavy moisture inland, generating severe downpours across northern Vietnam and southern China.
