Turkey’s Health Law Changes: New Centers, Physician Rules, and Organ Donation

Specific Provisions of the New health Law:

Postpaid Physicians in Private Hospitals:
Private hospitals will now only employ physicians on their payroll.
Interruption of services or transactions through companies will no longer be permitted for physicians in private hospitals.
Physicians (medical and dental specialists) will be limited to working in a maximum of two health institutions.
This rule will take effect on June 1, 2026, to allow for adaptation.

Healthy Life Centers:
Emergency Health Services stations, Healthy Life Centers, or Family Health Centers can be established in parks if needed.
Parks larger than 2,500 square meters can have health centers allocated without changing zoning plans. Family physicians are now considered “expertise” and will have their Family Medicine Specialization (SAHU) training extended to 4 years for those with at least 5 years of family medicine experience.
These physicians will receive additional payments during their clinical rotation periods.

E-Health and Organ Donation Upgrade:
Individuals can declare their wish to donate their entire body, organs, or tissues for treatment, diagnosis, or scientific purposes through the e-government gate or Ministry-established informatics systems.
This declaration can also be made in the presence of two witnesses.
If the donor’s relatives have conflicting wishes, the donor’s will will be prioritized.
Organ recipients will be prioritized for spouses and first-degree relatives of the donor if thay require transplantation, coming after emergency patients.
