Trump Envoys and Zelenskyy Set for Norway Talks
Euronews reported that American special representative Steve Witkoff is scheduled to conduct discussions with Ukrainian leader Volodymyr Zelenskyy on Tuesday in Oslo, with Finland and Norway acting as hosts during fresh diplomatic initiatives aimed at concluding the conflict between Russia and Ukraine.
Oslo Talks and International Attendance
Aside from Witkoff and Zelenskyy, the gathering in Oslo features Norwegian Prime Minister Jonas Gahr Støre and Finnish President Alexander Stubb, while Jared Kushner, son-in-law to Donald Trump, participates via a remote video connection.

Polish Prime Minister Donald Tusk previously criticized his country’s exclusion, insisting that Poland must have a say in decisions regarding Ukraine’s future. Meanwhile, the European Commission confirmed it received an invitation from Ukraine to attend.
From Norway, Witkoff is expected to travel to Moscow for talks with Russian President Vladimir Putin, Euronews reported. Kremlin spokesperson Dmitry Peskov stated that Moscow greatly appreciates the mediation efforts of American negotiators and hopes a meeting can be organized.
Arrived in Norway with my team. Important meetings are scheduled: a trilateral with Jonas Gahr Støre and Alex Stubb, a bilateral with Steve Witkoff, and a meeting of all four of us. Friction Over Weapons and Communications
The diplomatic push coincides with mounting strain between Kyiv and Washington over defense support and operational restrictions. Ukrainian officials have alleged that the speed of SpaceX’s Starshield military satellite system was reduced due to a US decision, while deliveries of Patriot air defense interceptor missiles purchased by European allies remain unapproved by US Defense Secretary Pete Hegseth, according to UA.NEWS.
US Vice-JD Vance stated in a television interview that Kyiv is a partner with some divergent interests, noting that Ukraine should stop bombing Russian energy infrastructure and is not in NATO.

Despite these disputes, officials have denied claims that Washington withheld intelligence from Kyiv. On Sky News, Rubio rejected suggestions that Ukrainian soldiers were dying due to a lack of shared US intelligence.
Next Steps in Diplomacy
Ahead of the Oslo gathering, Zelenskyy held a phone conversation on October 18 with Witkoff and Kushner to discuss next steps. Zelenskyy told Bloomberg that he previously proposed suspending Ukrainian strikes on Russian oil facilities in exchange for additional US-made Patriot interceptor missiles.
We have always had important, strong strategic relations with the United States of America. Our bilateral relationship began developing particularly actively during the full-scale war. I am grateful for all the support. But we have always built our relationship on honesty,…
Witkoff’s upcoming discussions in Moscow are also expected to address the potential release of Stephen Hubbard, a 74-year-old American citizen detained by Russia in 2022 and sentenced to almost seven years in prison, Euronews reported.
