UNN: Trump Envoys May Visit Moscow After Miami Ukraine Talks
U.S. presidential envoys Steve Witkoff and Jared Kushner may travel to Moscow in late October to hold further talks with Kremlin chief Vladimir Putin, according to a report by UNN citing Axios. The potential visit follows meetings in Miami with Ukrainian negotiators and European officials on October 9 to present new proposals aimed at breaking the deadlock in the Russia-Ukraine war.
Miami Negotiations Precede Potential Moscow Trip
The diplomatic push comes as the Trump administration attempts to secure a breakthrough before the U.S. midterm elections and before winter sets in. Witkoff and Kushner met with U.S. President Donald Trump on Thursday to present their latest proposals and gather his input ahead of the two-day talks in Miami. U.S. Treasury Secretary Scott Bessent and Deputy National Security Advisor Mike Needham also attended that meeting.
The Ukrainian delegation in Miami is represented by Head of the Office of the President of Ukraine Kyrylo Budanov, Director of the Foreign Intelligence Service Rustem Umerov, diplomatic adviser Serhii Kyslytsia, and member of parliament Davyd Arakhamia. The United States also invited national security advisers from the United Kingdom, France, and Germany, alongside NATO and European Union officials. Discussions center around security guarantees for Ukraine, a postwar prosperity plan, and other aspects of the conflict.

Proposals Focus on Energy and Grain Ceasefires
Central to the discussions is a partial ceasefire proposal. One idea on the table is halting attacks on energy infrastructure and grain supplies. A U.S. source noted that all parties are nervous about the impending harsh winter if the war continues without resolution, prompting Washington to mediate a unified proposal.
Ukrainian President Volodymyr Zelenskyy told journalists that Ukraine was discussing the possibility of an energy and grain sector ceasefire with the U.S. However, Zelenskyy expressed caution regarding realistic outcomes, stating he preferred to wait and see how Russia would respond. A Ukrainian official added that despite skepticism in Kyiv, Russia’s need for sanctions relief and the pressure of the U.S. midterms could lead Putin to agree to a limited cessation of hostilities.
Diplomatic Deadlock Prompts Urgent Action
U.S. Secretary of State Marco Rubio described the war as a deadlock during a press conference in Lisbon on Thursday. Rubio emphasized that Washington wants to prevent further escalation over the coming month. Witkoff and Kushner previously visited Moscow and Kyiv in early September, spending the weeks since then working with both sides on an updated peace initiative.
The scheduled meetings in Miami will determine whether a unified framework can be established before the envoys make their anticipated trip to Moscow later this month.
