Two Towns, One Vision: Chandigarh and Moscow Mull Twin City Agreement
Chandigarh, india โข- In a landmark move signalingโข strengthened international collaboration, Chandigarh and Moscow are exploring a twin-cityโฃ agreement, possibly unlocking a range of joint projects and growthโข initiatives.โค Aโค draft memorandum โขofโฃ understanding (MoU) outlining theโฃ proposed partnershipโข has โขbeen sent โby S cheremin, Minister of โthe Government of Moscow and Head โof the Department for Externalโ Economic and International Relations, to Chandigarh Mayorโค harpreet Kaur Babla.
The agreement,once finalized,would paveโ the way for โcooperation between the two cities across โขdiverse sectors including culture,science,urban planning,education,medical research,transport,architecture,andโ sports.
Discussions regardingโ the potential partnership began during mayor BablaSโ representation of India and Chandigarh at the BRICS Urban Future Forum 2025, held in Moscow on September 17 andโข 18. Cheremin, in a letter to โขBabla, expressed enthusiasm for the collaboration, stating, “We look โforward to exploring the possibility โof signing the Program ofโฃ Cooperation between the Municipal Corporation Chandigarh and theโ Government of Moscow.”
Moscow has indicated a strong โinterest โin collaboratingโ on trade, economics, industrial development, and fosteringโ innovative activities. The draft MoU also โdetails plans for strengthening โtiesโฃ between economic entities in bothโ cities and supporting smallโ and medium businesses.
Furtherโฃ areas of proposed cooperationโฃ include the exchange of expertise in urban โขinfrastructure development, attracting โforeign โinvestment, and advancements in โคroad transport, bright traffic โsystems, and parking management.โ Moscow also expressedโฃ a desire to share knowledge in โurban planning, digitalization, andโ modernization of housing and communal services.
The partnership extends to environmental initiatives,with plans for exchanging ideasโ on green spaces and urban improvements,as well as โfosteringโ collaborations between educational institutions.
Mayor Babla hailed the โขdevelopment as “historical,” adding, “The city will greatly benefit byโข the MoU โคonce it is indeed โsigned.” The Municipal Corporation โGeneral House has already approvedโค the proposal, which will now be โฃforwarded to the UT Administration โand government for final approval.
