Mahad Al-Zaytun Indonesia Receives Explanation from Ministry of Religion for Mixed Gender Eid Prayer Upload on Instagram

Indramayu, tvOnenews.com – Recently, the virtual world was shocked by the upload of the Instagram account @kepanitiaanalzaytun, Ma’had Al-Zaytun Indonesia which showed a photo of the female Eid prayer mixed with the male congregation on Saturday (22/4/2023).

Apart from keeping the congregation apart, there are also female worshipers in the front position among the men.

The upload includes a caption, the activities of the Al Fithri celebration at the Rahmatan Lil Alamin Al-zaytun-Indonesia Mosque.

The office of the Ministry of Religion (Kemenag) of Indramayu Regency has received an explanation from the leadership of Mahad Al-Zaytun Indramayu, regarding the implementation of the Eid Al-Fitr 1444 H prayer in the mahad which went viral.

This explanation was conveyed when a number of officials from the Ministry of Religion of Indramayu met with the leadership of Ma’had Al-Zaytun Indramayu, Sheikh Panji Gumilang, at Mahad Al-Zaytun, Wednesday (26/4/2023).

“Alhamdulillah, we were received very well. Syekh Panji Gumilang received us directly,” said Head of Administrative Subdivision (Kasubag TU) of the Office of the Ministry of Religion (Kemenag) of Indramayu Regency Aan Fathul Anwar, Thursday (27/4/2023).

PT NSWM Revoked from the Application at the Ministry of Religion

The Ministry of Religion has now removed PT Naila Syafaah Wisata Mandiri as the organizer of the Umrah pilgrimage (PPIU) following the case.

“Since yesterday we have taken down PT NSWM from the PPIU list (Umrah Pilgrimage Organizers) in all our applications,” said the Head of Monitoring and Supervision of Umrah and Special Hajj Pilgrimage at the Ministry of Religion, Mujib Roni, Saturday (1/4).

Mujib said thus the company Of-blacklist of all Umrah applications registered with the Ministry of Religion.

“This means that it has not appeared in all applications, Siskopatuh, Smart Umrah and Smart Hajj. And we have deactivated the username and password in our (Siskopatuh) reporting system for a long time,” he said.

Ministry of Religion to Issue Decision Letter Immediately

Mujib added, Monday (3/4) next week his party will also coordinate regarding the next steps for PT NSWM. He confirmed Ministry of Religion will immediately sanction the company.

“Monday we will have a meeting with elements of the leadership and God willing, next week sanctions in the form of a Minister of Religion decision will be issued,” he added.

In this case, the police have named three suspects. Namely Mahfudz Abdulah alias Abi (52) and his wife Halijah Amin alias Bunda (48) as the owners of PT NSWM, and Hermansyah (59) as the main director of the company.

The three were charged with Article 126 in conjunction with Article 119 A of Law Number 8 of 2019 concerning the Organizing of the Hajj and Umrah Pilgrimage as amended in Article 126 of Law Number 11 of 2020 concerning Job Creation with a penalty of 10 years in prison and/or a fine of IDR 10 billion.

The Ministry of Religion and the DPR Agreed on the Cost of the 2023 Hajj Rp. 90 Million, Pilgrims Pay Rp. 49.8 Million

TEMPO.CO, Jakarta – The Ministry of Religion and the People’s Representative Council (DPR) agree on the Cost of Organizing the Hajj Pilgrimage (BPIH) or Hajj Fees 2023 M / 1444 H of IDR 90,050,637.26 or decreased from the previous proposal of IDR 98,893,909. Of this amount, prospective pilgrims must pay the Hajj Pilgrimage Travel Fee (Bipih) of IDR 49,812,700 or down from the previous Bipih proposal of IDR 69,193,733.60.

The determination of BPIH and Bipih was carried out in a meeting between the Hajj budget committee Ministry of Religion and the DPR’s Commission VIII at the DPR RI building tonight. The meeting was chaired by Deputy Chairman of Commission VIII DPR, Marwan Dasopang

“We agree that the BPIH for regular pilgrims in 2023 is Rp. 90,050,637.26,” said Minister of Religion Yaqut Cholil Qoumas in the meeting as broadcast on Parliament TV, Wednesday, 15 February 2023.

BPKH disbursed Rp 8 trillion in subsidies

By comparison BPIH and the stipulated Bipih, meaning that each pilgrim will receive a subsidy on the costs of the pilgrimage from the value of the benefits managed by the Hajj Financial Management Agency (BPKH) of IDR 40,237,937 or 44.7 percent. This value is far greater than before which was only around IDR 30 million or 30 percent.

With this amount, BPKH will disburse Rp. 8 trillion in benefits for the pilgrimage this year.

“Of course we are grateful that Bipih is greater than the value of the benefits, even though the composition is not ideal. I believe this is the best deal we can achieve this year and the congregation can get the best scheme too,” said Yaqut.

BPKH is worried that the value of the benefits will run out before 2027

Previously, BPKH Head Fadlul Imansyah said that the increase in the cost of the 2023 Hajj through a change in the percentage of subsidies needed to be done so that the value of the benefits of the waiting pilgrims was not eroded. According to Fadlul, if the old subsidy scheme is continued for this year’s haj group, it is feared that the entire value of the congregation’s benefits will be eroded before 2027.

Last year, the government used the 41:59 scheme, that is, 41 percent of the costs were borne by the congregation as Bipih and 59 percent was subsidized using the value of the benefits. In 2023, it was proposed to change the proportion to 70:30.

“If we do the math, (if it is set) below 70:30, the worry will erode the value of the benefits of pilgrims who will depart next year,” said Fadlul at the Borobudur Hotel, Central Jakarta, Tuesday, January 24, 2023.

Fadlul explained, BPKH could only provide a maximum subsidy of IDR 30 million per pilgrim. If using the percentage subsidy scheme in 2022, Fadlul said the value of the subsidies given would swell to two times.

This can result in the value of the benefits belonging to the waiting congregation being used up. Consequently, the congregation waiting can wait for a later departure time because the funds have been used by the departing congregation.

Therefore, Fadlul said the proposal for a subsidy scheme for the 2023 Hajj costs by the Ministry of Religion of 70:30 was considered BPKH it’s right

“So BPKH’s finances are fine. But if we make that (subsidy percentage) the same as last year, it’s us who is wrong. We will meet at one point for haj pilgrimage twice a year in 2027. It is true that there is a benefit value of IDR 20 trillion that has accumulated, but it will be eroded and it won’t be until 2027,” said Fadlul.

Director General of Hajj and Umrah Management (PHU) Ministry of Religion Hilman Latief confirmed that Saudi Arabia reduced the 1444 H Hajj service package by around 30% from the price they set in 2022. According to him, the reduction in the Hajj package has also been taken into account in the proposed 1444 H/2023 M Hajj Organizing Costs (BPIH) prepared by the government.

Hilman explained, what was handed down by the Saudi Arabian government was a service package haji. As for what is meant by the package is the service from 8-13 Zulhijjah in Arafah, Muzdalifah, and Mina or what is commonly called Armuzna or Masyair.

For domestic citizens, the government of Saudi Arabia offers four Masyair service packages for 1444 H/2023 AD:
1. From SAR 10,596-SAR 11,841 (around IDR 43 million-IDR 48 million)
2. From SAR 8,092-SAR 8,458 (around IDR 33 million-IDR 34.5 million)
3. From SAR 13,150 (approximately IDR 53.6 million)

Saudi also offers a fourth package, starting at SAR 3,984 (around Rp. 16 million), but there are no services at Mina (only accommodation and consumption at Arafah and Muzdalifah).

“That is what is called the Hajj service package handled by Syarikah or companies in Saudi. Last year’s price, due to the pandemic, increased very significantly. This year, thank God, it was lowered. So regarding the Hajj service package in Masyair, the count in the government’s BPIH proposal has also decreased, the range is also 30% and that is very significant,” said Hilman in his written statement, Saturday (21/1/2023).

“Last year the 2022 Hajj (Masyair) service package amounted to SAR 5,656.87. Thank God this year apart from going down, the Ministry of Religion was successful in negotiations to become SAR 4,632.87. It went down around SAR 1,024 or 30%,” he continued.

So in this year’s BPIH proposal, said Hilman, the government has already made price adjustments according to the Saudis. However, his party still maintains the quality of service for pilgrims in Masyair.

“To the service provider companies, we still ask for a commitment so that at the price set by the Saudi government, the services provided to the congregation also remain of high quality,” he explained.

Consider Dollar Exchange Rates and Accommodations

However, said Hilman, BPIH components are not only service packages haji. The components of the cost of the pilgrimage that the government has proposed to the DPR also include accommodation, consumption and transportation services while in Saudi Arabia, both Jeddah, Makkah and Medina.

“Outside Masyair, the pilgrims’ stay is around 30 days, both in Makkah and Madinah. We prepare all the services for this,” explained Hilman.

In addition, the preparation of the BPIH proposal also takes into account the components of the Dollar (USD) exchange rate and the Riyal exchange rate (SAR). In this proposal, the assumptions used are IDR 15,300 for 1 USD exchange rate, and IDR 4,080 for 1 SAR exchange rate. In 2022, the SAR exchange rate used is IDR 3,846. The USD exchange rate for 2022 is IDR 14,425.
