There has only been one important march by the team closest to the minister. Upon returning from the Christmas holidays it ceased as head of the minister’s technical cabinet Major General of the Air Force Pablo Guillenwho has become director of the Higher School of the Armed Forces (ESFAS).

Before Guillén, the position was held by Amateur Taught, lieutenant general of the Army. Enseñat was named Chief of Army Staff (JEME)Guillén (of the Air Force) succeeded him, and as The Objective announced this Monday, the new head of the minister’s technical cabinet is going to be a navy admiral.

The chosen one is Antonino Cordero, until now vice admiral (equivalent to major general). It is expected that this Tuesday Minister council promote him to the position of admiral, and for Robles to make his appointment official for a position that, according to military sources, he is already exercising in practice.

The name of Antonino Cordero appeared in one of the most controversial episodes that the Armed Forces have experienced, especially the military leadership, in recent years, and which resulted in several dismissals: the vaccination against coronavirus.

The campaign to protect the Spanish population from the most serious effects of Covid-19 infection began at the end of December 2020. During the month of January 2021 were injected first doses from the vaccine to elderly in nursing homesalready doctors, nurses and other hospital and health center personnel.

There was an order of vaccination, for age groups and vulnerability. In those first weeks the first controversies arose, about some political charges (councilmen) who ‘snuck in’ and they were vaccinated at the same time as the elderly in the residences.

In that context, Digital Confidential revealed on Friday, January 22, 2021 that The Chief of Defense Staff (JEMAD) had already received the first dose, air general Miguel Ángel Villarroya; y other senior officers of the Defense Staff, as the Chief of the Joint Chiefs of Staff, Lieutenant General Fernando García González-Valerio; the commander of the Operations Command, Lieutenant General Francisco Braco Carbó; the deputy support of the Chief of Staff of the Operations Command, Brigadier General Carlos Prada Larrea; and the deputy for operations to the Chief of Staff of the Operations Command, Brigadier General Francisco Javier Vidal Fernández.

The publication of the news sparked strong controversy. Margarita Robles announced that she had requested a report on this matter. The day after the news, Saturday, January 23, it was made public that The JEMAD had requested his dismissal from the Minister of Defense, who had accepted it.

That same day, the newspaper Vozpópuli revealed that ten days before the Defense Staff, as well as the Army, the Navy, the Air Force, the UME and the Military Quarter of the King’s House They received an instruction giving an order to vaccinate their staff, according to a certain order. That instruction had been sent by the Undersecretary of Defense. It did not bear the signature of the undersecretary, at that time Amparo Valcarce, but of the director of the technical office of the undersecretary, Antonino Cordero Aparicio.

That of JEMAD Villarroya was not the only dismissal of a high military command due to vaccination. He General Inspector of Defense Health (IGESAN), the medical major general Antonio Conde Ortizwas dismissed months later, after a new controversy with the vaccines intended for the Navy.

Margarita Robles removed Conde, but to avoid judicial setbacks, she did not force the transfer to the reserve of the until then head of Military Health. She placed Conde as director of the Central Defense Academy (of the Common Bodies), and replaced him in the General Health Inspection with a general pharmacist, a situation that continues to this day and that continues to be viewed with displeasure by quite a few military doctors.

Furthermore, there is the anomaly that the ranks of the Military Health Corps are not headed by the inspector, the pharmaceutical division general Juan José Sánchez Ramos, but by his predecessor, the medical general Antonio Conde.

The dismissals – although with relocation – of General Villarroya and General Conde were the collateral effects of these controversies, of which, however, Antonino Cordero was not hurtdespite having signed the message on vaccination already mentioned.

Vice Admiral Cordero remained in the position of head of the technical cabinet of the undersecretary. When Amparo Valcarce became Secretary of State for Defense in 2022, the new Undersecretary, Mateos Adoration, kept Antonino Cordero in that position of trust. From there now the jump to head of the technical cabinet of the Minister of Defensea position from which in recent years a JEMAD (Villarroya) and a JEME (Enseñat) have emerged.

In the Ministry of Defense there are two types of cabinets. The minister has a cabinet “of special advice to the head of the Ministry of Defense, which acts as a political, technical and trust support body in the fulfillment of parliamentary tasks, in its relations with the institutions and the administrative organization,” and with a technical office “which supports, advises and provides immediate assistance.”

The head of the minister’s technical cabinet must be general officer (from brigadier general or rear admiral upwards), and has the rank of director general.
