IEEE Leadership Nominations 2027‑2028: President‑Elect, Officers & Committee Chairs

Strong leadership fuels IEEE’s mission to advance technology for humanity. The association relies on dedicated volunteers to drive its work.

Each year, the Nominations and Appointments (N&A) Committee recommends candidates for key volunteer leadership roles to the Board of Directors and the IEEE Assembly. These positions include president-elect, corporate officers, committee chairs, and committee members.

Nominating qualified,experienced,and committed volunteers ensures continuity,good governance,and informed decision-making. We ask nominators to carefully consider each candidate’s experience and how it aligns with the specific qualifications for the role.

Board-Nominated Candidates: 2027 IEEE President-Elect

The IEEE board of Directors has nominated IEEE Senior Member David Alan Koehler and IEEE Life Fellow manfred “Fred” J. schindler as candidates for 2027 IEEE president-elect.

IEEE Senior Member Gerardo Barbosa and IEEE Life Senior Member Timothy T. Lee are seeking nomination by petition. A separate article will be published in the Institute at a later date.

Koehler is a subject matter expert in power and energy, with a focus on grid modernization and renewable energy integration. He currently serves as the director of advanced technology at New york Power Authority. his career spans over three decades in the power industry, marked by notable contributions too research, development, and implementation of innovative technologies.

Koehler’s involvement with IEEE is extensive. He has held numerous leadership positions within various societies, including the Power & Energy Society (PES). He is a past president of the PES and has been actively involved in standards development, conference organization, and member engagement initiatives.

Manfred “Fred” J. Schindler

Schindler is a renowned expert in communications and information technology, with a distinguished career in academia and industry. He is currently a professor emeritus at the University of Paderborn, Germany, where he led research in the areas of broadband communications and network technologies.

Schindler’s contributions to IEEE are equally remarkable. He has served as the president of the Communications Society (comsoc) and has been a driving force behind several key initiatives,including the development of new technical conferences and publications. He is also a strong advocate for international collaboration and diversity within the IEEE community.

The IEEE Board of Directors has received petition intentions from IEEE Senior Member Gerardo Barbosa and IEEE Life Senior Member Timothy T. lee as candidates for 2027 IEEE president-elect. The petitioners are listed in alphabetical order and indicate no preference.

Signatures for IEEE president-elect candidate petitions are due 10 April at 12:00 p.m. EST/16:00 p.m. UTC.

IEEE Senior Member Gerardo Barbosa

Gerardo sosa

Barbosa is an expert in information technology management and technology commercialization, with a career built on innovation, entrepreneurship, and an international perspective. His professional journey began with designing radio-frequency identification systems for real-time asset tracking and inventory management. In 2014, he founded CLOUDCOM, a software company focused on developing enterprise software to enhance business billing and logistics operations, where he currently serves as CEO.

Barbosa’s involvement with IEEE started in 2009 at the IEEE Monterrey (Mexico) Section. He dedicated his time as chair and treasurer, spearheading grassroots initiatives for students and young professionals.

His leadership extended to IEEE Region 9, where he held positions as technical activities chair and treasurer.

As vice chair of IEEE Member and Geographic Activities (2019—2020) and treasurer (2021—2023), barbosa established himself as a collaborative and data-driven leader.

He has served on the IEEE Finance Committee since 2021 and currently chairs it due to his role as IEEE treasurer on the IEEE Board of Directors. He is devoted to responsible stewardship of IEEE’s global resources, ensuring long-term financial sustainability in support of IEEE’s mission.

IEEE Life Senior Member timothy T. Lee

Lee is a Technical Fellow at Boeing in Southern California, specializing in microelectronics and advanced 2.5D and 3D chip packaging for AI workloads, 5G, and SATCOM systems for aerospace platforms.He leads R&D projects,including those funded by the Defense advanced Research Projects Agency. Previously, he held leadership positions at MACOM Technology Solutions and COMSAT Laboratories.

Lee served as the 2015 president of the IEEE Microwave Theory and Technology Society. he has been a member of the IEEE Board of Directors, serving as 2025 IEEE-USA president and 2021–2022 IEEE Region 6 director. His involvement also includes participation on IEEE committees like Future Directions, Industry Engagement, and New Initiatives.

His vision centers on delivering societal value through trust, integrity, ownership, innovation, and customer focus, while simultaneously enhancing the IEEE member experience. Lee is also focused on preparing members for the future of work in an AI-driven world.

He holds a bachelor’s degree in electrical engineering from MIT and a master’s degree in systems architecting and engineering from the University of Southern California in Los Angeles.
