COVID-19 Vaccination Damage Compensation Act: Application and Process

by Dr. Michael Lee – Health Editor October 23, 2025
written by Dr. Michael Lee – Health Editor

South Korea Launches Formal Review Process for COVID-19 Vaccine ‍Adverse reaction‌ Claims

Seoul, south Korea – A new system for‌ evaluating and compensating individuals⁣ experiencing ⁣adverse ‍reactions following COVID-19 vaccination took ‌effect today, October 23rd, under the “Special Act on Compensation for Damage from‌ COVID-19 Vaccination, etc.” The Korea Disease control and Prevention Agency (KDCA) will now formally review applications, aiming for consistent ⁢and fair support for citizens who experienced health issues after vaccination.

the KDCA⁢ has assembled⁣ committees comprised of experts in medicine, pharmacy, immunology, microbiology, public management, sociology, and law to‍ assess‌ claims from multiple perspectives. Deliberations will focus on the temporal relationship between vaccination and adverse events, estimates of causal links, and detailed support project standards.

New applicants-those who haven’t previously ⁢sought compensation-will have their cases initially reviewed by the Damage Compensation ⁤Committee.Individuals disagreeing with the committee’s decision ⁢can file a single⁤ objection ⁣with the KDCA Director, ‍via their local public health center, within 90 days of notification. These⁤ objections will be reviewed by a separate reconsideration committee.

Those who previously applied for compensation have until October 23rd of next year-one year after the law’s enactment-to request a reconsideration,⁤ which will be directly handled by the reconsideration committee, bypassing the initial⁤ Damage Compensation committee review. Decisions made by the reconsideration committee are final; no further appeals are permitted.

Individuals who received a⁢ compensation decision under the ‘infectious ‍Disease Prevention and Control Act’ and subsequently pursued a final court ruling are ineligible for retrial under the new act.

Prior to the act’s implementation, the KDCA provided ‍online training to staff at public health centers, which serve as the primary point of contact for applicants.

“We will do our best⁣ to ensure that compensation and support for citizens⁢ who participated in vaccination in the process of overcoming the COVID-19⁤ crisis are consistent with the purpose of the enactment of the ‘COVID-19 Damage Compensation Special Act’,” stated Lim Seung-gwan, Director of the KDCA.

-title HLB Drug Doubles Survival Rate in Liver Cancer Trial

by Dr. Michael Lee – Health Editor October 21, 2025
written by Dr. Michael Lee – Health Editor

HLB’s Rivoceranib & Camrelizumab Combination Therapy Demonstrates Significant Benefit in Liver cancer Treatment, Published in ‘Teh⁢ Lancet’

HLB⁤ Group announced that recent clinical trial results, published in the prestigious medical ⁢journal The Lancet, demonstrate a‌ more than doubled survival⁢ period without ⁢cancer recurrence or progression for ‍patients with resectable hepatocellular carcinoma (HCC) when ⁣treated with a combination of riboceranib and ‍camrelizumab both⁤ before and after surgery, compared⁤ to surgery ‌alone.

This marks the first exhibition of the effectiveness of this combination therapy in patients‍ with early and mid-stage HCC suitable‌ for surgical intervention. HLB emphasizes the potential for rivoceranib and camrelizumab to be⁤ applied across the entire liver cancer treatment cycle,‍ extending beyond its current use in advanced stages.

The Phase 2/3, multicenter,‌ randomized clinical ‌trial ‍was spearheaded by⁢ HLB’s Chinese partner, Hengseo Pharmaceutical,‍ and involved 294 patients with resectable‌ HCC at ‍high or ⁤medium risk of recurrence, across 16 hospitals in China. Participants were randomly assigned to either a surgery-only group or a perioperative‍ treatment⁤ group⁤ receiving rivoceranib and camrelizumab ⁤before and after⁢ surgery.

Results showed a median ‌event-free survival⁤ (EFS) of 42.1 months in the perioperative treatment group – more than double the 19.4 months observed in the surgery-only group. Furthermore, the pathological‍ response rate (MPR) – indicating the proportion of patients with less than half of viable cancer cells remaining⁣ in surgically ⁤removed ⁢tissue – was 35% in the treatment group, over four times higher than the 8% in the ⁢surgery-only group.

Grade 3 or higher ‌treatment-related adverse events⁤ occurred in 38% of the perioperative treatment group, a rate the company notes is consistent with combination targeted therapy and immunotherapy, and deemed manageable with a ⁣safety profile comparable to⁢ existing studies.

HLB and Hengseo ‌Pharmaceutical have, through this study, validated a sequential immunotherapy and targeted therapy approach before and after surgery in a ⁤global Phase 3 clinical⁢ trial.HLB states‌ that this is the first instance of systemic therapy establishing itself as a standard treatment option for⁤ HCC prior to or following surgical resection.

The study was published in the ‘online⁢ First’ section of The Lancet website, signifying its importance‍ and the need for rapid dissemination of the findings.

“This clinical trial ‌presents a new treatment option in the field ⁣of ⁣liver cancer ⁣that ‍goes beyond the existing ⁢treatment of surgery alone,” stated Yonghae Han, Chief Technology Officer (CTO) of HLB Group. “If the scope of use of rivoceranib + camrelizumab combination therapy is expanded to pre- and post-surgery, the market scope can be greatly expanded, ‌so future ‌new drug approvals will be⁣ expanded and global clinical trials will be conducted. It will be an vital basis for establishing strategy.”

Google Faces Criticism Over Dokdo/Takeshima Map Issue During National Defense Audit

by Rachel Kim – Technology Editor October 13, 2025
written by Rachel Kim – Technology Editor

National Assembly Questions Google’s ‌Map Export ⁢Request Amidst Dokdo & security Concerns

During the 2025 National⁤ Defense Commission audit on ⁣October 13th, lawmakers heavily scrutinized ⁣Google Korea regarding its request to export ⁣high-precision maps, raising concerns over potential security risks and the company’s handling of sensitive geographical designations. The audit, held at the Ministry of National Defense building in Yongsan-gu,Seoul,featured testimony from Google Korea Vice President Hwang Seong-hye.

The ‍criticism stemmed from past instances⁤ where Google services displayed the East Sea as the “Sea of Japan” and referred‍ to‌ Dokdo as ⁣”Takeshima,” especially in weather information‌ provided domestically last August. Democratic Party lawmaker Boo Seung-chan highlighted these instances, emphasizing the government’s obligation to ensure⁣ accurate map representations.

Google Korea defended its practices as adhering to a global map service principle, with Hwang ‍Seong-hye‍ explaining that while Dokdo is clearly designated within the region, “neutral language” is sometimes used in other areas due to the worldwide nature of its services.

However,‍ lawmakers expressed deeper anxieties about the potential consequences of exporting high-precision maps with a scale of 1:5,000. Democratic party lawmaker ⁣Hwang Myeong-seon cited a recent incident where Google Maps ‌incorrectly labeled the Dokdo Museum annex as the Kim Il-sung Memorial Hall annex, noting the four-hour delay in correcting the error. He further referenced ‍the 2023 exposure of Ukrainian military⁣ maps on Google Maps, warning that⁤ a‍ foreign⁤ nation securing detailed maps could compromise sensitive information, including VIP movement routes, protected areas, and defense strategies.

Concerns were echoed across the‌ political spectrum. Democratic Party lawmaker Hwang Hee also voiced apprehension regarding the export of high-precision data, while People Power party lawmaker Seong Il-jong‌ requested Google to ⁢disclose a list of ‌countries to which map ⁣data has not been exported.

The Ministry of National Defense affirmed that security considerations would be paramount in any decision regarding map data export. Minister of National Defense ⁣Ahn Gyu-baek stated that coordinating control is ⁣easier ⁢with domestic companies like Naver, Kakao, ‌and T Map. He reiterated the Ministry’s firm stance: “The basic position of‌ the Ministry ⁢of National Defense is that⁢ it can only⁤ be taken out of the country ⁤if there are no security hazards.”

AI Agent Usability: 5 Barriers to Effective Use

by Rachel Kim – Technology Editor September 24, 2025
written by Rachel Kim – Technology Editor

The Challenges of AI Agent ‌Usability: Bridging⁢ the gap Between ⁣Potential and User Experience

recent research highlights a significant disconnect between the promise of AI agents and the reality of user experience. While the underlying technology demonstrates strong potential – evidenced by high System Usability Scale scores of 70-90 – users are struggling to effectively interact ⁢with and trust these agents. A study, titled‌ “Why Johnny Can’t Use Agents: Industry Aspirations vs.User Realities with AI Agent Software” ⁣and available⁣ on arXiv, identifies five key usability issues hindering widespread adoption.

One major problem is the failure to understand and incorporate user preferences proactively. Participants noted agents didn’t ask clarifying‌ questions about desired outcomes, like bed configurations or preferred views, instead launching directly into task execution. As one participant ⁤(P22) pointed out, the agent didn’t inquire about fundamental preferences, operating as if a single path to completion exists.

Secondly, the study revealed a⁣ lack of flexibility in collaboration styles. Users felt‍ limited in their ability to control the ‍agent’s behavior. Several participants (like P26) expressed a desire for a “pause button” to regain control during task ‍execution, indicating a need for more granular oversight. There was also a divergence in desired levels of agent autonomy, with some (P16) preferring to handle basic tasks themselves and utilize AI primarily for confirmation.

A third challenge is excessive interaction. Some ⁣users ‌found the agent’s output overwhelming, describing it as an “endless eruption” (P18)‌ or “too much information”‍ (P16). However, others (P21 & P23) valued seeing the agent’s ‍reasoning‍ process and the steps taken to achieve a result, demonstrating a clear need for adaptable communication styles.

The research also points to a critical ‌ lack of metacognitive ability within the agents. They struggle to⁤ recognize their ⁣own limitations and knowledge gaps, leading to unproductive loops. One participant (P16) described the agent “spinning” when unable to access necessary information or⁢ complete a task.

the study identified a phenomenon dubbed “prompt gambling,” where users‌ feel they are experimenting with⁤ instructions rather ‌than engaging in a predictable interaction. This suggests a core usability ‌issue, not a technological one.

The⁢ researchers propose six design recommendations to address these challenges: personalization, enhanced metacognitive‌ skills, adaptive interfaces, a clear planning-execution process, guaranteed user control, support for diverse input methods, and precise iterative refinement.

Ultimately, the study suggests that success in the AI ⁤agent market will depend on a shift towards user-centered design. Companies must prioritize translating complex AI technology into simple, intuitive, and predictable user experiences.

Key Takeaways for Users:

* Initial Prompting Matters: The first‍ instruction significantly influences ⁤the outcome. start with a balanced level of⁢ detail and refine your requests iteratively.
* Verify ‍Information: Always double-check information provided by the agent, especially for critical decisions. Question unrealistic‍ outputs (like a $10/day car ⁣rental, as‍ noted by P26).
* Treat Agents as Assistants: Approach collaboration with AI agents like working with a management assistant -⁣ providing ‌guidance and oversight throughout the ‍process, rather than expecting full automation.
