California Gas Prices Surge: Refinery Fire Impacts Fuel Supply

Chevron Refinery Fire Threatens to⁢ Increase California Gas Prices

A fire at the Chevron El Segundo Refinery near ⁣Los Angeles is highly likely to ​drive up gas prices across California, and​ potentially further⁢ west, in ⁣the ​coming days.⁣ Firefighters​ continued​ extinguishing the blaze Friday morning after​ it broke out ⁢Thursday night at the ⁣refinery, one of the largest on ​the West Coast. No injuries have been reported,⁣ and authorities are still investigating the cause.

The ⁣refinery typically processes around 300,000 barrels of crude oil daily, supplying approximately one-fifth of Southern California’s motor vehicle fuel and ⁢40% of⁣ its jet ⁢fuel, according to petroleum analyst⁣ Matt‌ McClain of‍ GasBuddy. “This is going​ to problably have a pretty notable impact at the pump,” McClain stated.

mcclain anticipates a potential price increase of 35 to⁢ 95 cents per ‍gallon for West Coast motorists, potentially extending into western canada. The timing of the‍ increase‌ will depend on consumer⁣ demand; a ⁣rush to ‌the pumps could accelerate​ the price‌ hike. “If ​everybody⁢ kind⁢ of goes toward the pumps all at once, well then you’ve got‌ a little bit of an increase in price coming sooner rather than ⁤later,” ‌he explained. “But if nobody panics, you’re still only⁣ talking a matter of several days before you will start to see the ⁤price increase ⁣across ‍portions​ of California, and really beyond.”

As ⁤of‍ Friday, California’s average ⁣gas​ price was‍ $4.64 per gallon, ⁣according to GasBuddy and AAA.

While existing oil imports in storage may ‌offer some⁣ buffer, UC Berkeley energy economist Severin Borenstein cautioned that accessing those reserves could take time. he added, ‌”Unluckily, this comes at a very difficult⁢ time when refineries‍ are ​scheduling maintenance, so ther​ is highly⁤ likely to be⁣ a‌ larger price spike for a given reduction ‍in capacity.”

The fire adds further ⁤strain ​to ⁢California’s already limited refining capacity. phillips 66 announced in 2024 its plans to close ​its Los Angeles ⁤facilities by⁤ year’s end, and Valero informed California regulators in April of ‌its intention to potentially idle, restructure, or cease operations ⁤at its Benicia Refinery by ⁤the end of April ⁢2026.

Nearly 30% of Medicare recipients eligible due to disability utilized telehealth services ⁤in the first quarter ⁤of ‌2025, a figure substantially higher than the approximately 11% of‌ those eligible based on age (65+).

This disruption is‌ directly impacting patients like Charis Hill,a 38-year-old Northern California resident with ankylosing spondylitis,a chronic inflammatory disease. ​hill was recently informed that a scheduled telehealth appointment with their rheumatologist‌ on ⁣October 7th would not be covered​ by Medicare. ⁤Hill, who relies on telehealth appointments​ every three to four months,​ is immunocompromised and hesitant to return to in-person visits due to safety concerns regarding mask protocols. ‌ Thay are now exploring ‌choice‍ coverage‌ options,including Medicaid,and worry about potential loss of access⁢ to specialist care and necessary⁤ medications ‌if a solution‍ isn’t found.

The uncertainty also presents challenges for healthcare providers.⁤ ⁣Jeffrey⁤ Davis, a ⁣director at health policy consultant McDermott+, explains that while there’s anticipation​ of a potential retroactive fix‍ from Congress, there’s no guarantee. Providers are grappling with the decision of whether to⁣ continue⁣ offering⁢ telehealth services without assured reimbursement. Some,‌ lacking the⁣ financial⁤ capacity to absorb potential ‌losses, have already ceased offering these services ‍to⁤ Medicare beneficiaries. CMS advises providers to continue offering telehealth but to inform ​patients of potential non-coverage. Davis notes the resulting confusion among both patients and providers.

Efforts to address the situation are underway.⁣ A bill sponsored ‍by Senator Brian Schatz (D-Hawaii) has garnered 65 co-sponsors – enough for passage in the Senate if brought to a vote.⁢ Though, ⁤the estimated $25 billion cost ‍over ten ⁣years has proven to be a sticking point in ⁤a Congress frequently enough requiring offsets for healthcare spending.

A short-term government funding bill​ passed ​by the House‍ included a provision to extend Medicare telehealth coverage for approximately seven weeks, coinciding with the ⁣length ‌of the continuing resolution. However, this bill has faced opposition in ‍the ​Senate, with ‌Democrats seeking ⁣an extension of ​expiring health care subsidies for individuals purchasing insurance in the individual market.

Despite the current challenges, advocates like Zebley express‌ hope that​ the disruption will galvanize‌ support ​for making Medicare telehealth coverage permanent, possibly leading to a bipartisan solution with the support of President ⁣Trump and Congress.

California sets New ‍Standard for⁢ AI Safety with Landmark Legislation

California governor Gavin Newsom recently signed ‍Senate bill 53 (SB‍ 53) into‌ law, establishing a first-in-the-nation framework ‌for regulating ⁣artificial intelligence. ‍The⁢ legislation aims to ​increase‌ openness ⁣and accountability ⁤within the ‌AI sector, requiring companies developing powerful AI models to⁣ disclose information and report incidents to the state.

The bill has ⁢garnered support from major tech companies. Meta spokesperson‍ Christopher ‍Sgro described SB 53​ as “a​ positive step” toward “balanced AI regulation,” adding that it would facilitate cooperation between state and federal governments on AI deployment. Similarly,a representative from Google stated⁤ the company believes the law represents an “effective approach to AI safety.”

SB 53’s impact is expected to ⁣be global, given ⁢that 32 of the world’s top 50 ‍AI companies ‍are based in california. Collin McCune, ⁣head of government affairs at Andreessen Horowitz, ⁢expressed concern that ⁣the law “risks squeezing out⁣ startups, slowing innovation, and entrenching the biggest players,” ​possibly creating a complex regulatory landscape for smaller companies. Several AI companies echoed⁤ these concerns during ‍lobbying efforts.

Though, Thomas Woodside, a cofounder at Secure AI Project – ​a cosponsor ⁣of the law – dismissed concerns about the impact on startups as⁢ “overblown.” He clarified that the reporting‍ requirements primarily apply ⁢to companies training AI models requiring‌ substantial computational resources – investments beyond the⁣ reach of most startups. “This bill is only applying to companies that are training AI models⁣ with a huge amount ‍of compute that‍ costs hundreds of millions of dollars, something that a tiny startup can’t do,” Woodside told Fortune. He⁣ further noted⁤ that many ⁢obligations only apply⁣ to companies with annual revenue exceeding $500 million.

“Fast & Furious” Star Tyrese Gibson Faces Arrest⁢ Warrant in Dog Attack Case

Atlanta,​ GA -⁣ An arrest warrant​ has been ​issued for actor Tyrese‌ gibson following the‍ death ⁢of ⁢a neighbor’s⁣ dog and multiple reports of his dogs ‌escaping his property, Fulton County Police announced Monday. Gibson ​is wanted on charges related to animal cruelty.

The incident stems from a Sept. 18 attack were Gibson’s dogs allegedly‌ attacked and killed ‌a small​ spaniel‍ in a neighbor’s yard, located half a mile‌ from⁢ Gibson’s Atlanta home. The neighbor had let their dog out at ⁢approximately 10 p.m. and discovered the attack five minutes later. The spaniel was transported to⁤ a​ veterinary hospital ⁢but ⁤did not survive,⁣ according to police. This is not an isolated incident; ⁢authorities report ‌”ongoing issues” and multiple calls regarding⁣ Gibson’s dogs escaping in recent‌ months.

“Our ​priority is the⁤ safety of the ​community and when ther’s ‌so many incidents of dogs, especially large dogs like this, getting out and then killing an animal, you know, what’s next? ⁣A child?” said Fulton County‍ Police‌ Captain Nicole Dwyer. “Our main priority ⁢is⁢ safety and that’s why we want the dogs in custody.”

Police attempted ⁢to issue citations to Gibson prior to the⁣ fatal attack, but⁣ the actor ‌was not at⁣ his residence. Dwyer stated she spoke with Gibson’s attorney ‌last week and informed them Gibson was required to turn himself in by Friday.

Gibson’s attorney,Gabe ⁤Banks,stated in an email to ‍The Associated Press that Gibson is “cooperating fully with authorities to address and resolve this matter responsibly.” Banks ⁤confirmed ​Gibson was‍ not home ‌during the incident and “immediately made ⁢the tough decision to rehome his dogs to ⁢a safe and loving⁤ environment.”

Following the⁤ attack,⁢ neighbors reported‌ seeing the dogs at a nearby residence, prompting a call to police. Animal ⁢control officers secured the ‍dogs ⁣while the neighbor safely entered her vehicle. A search warrant was executed​ at Gibson’s property on Sept. 22, but neither Gibson nor the ‍dogs were present.

Gibson ‍posted a ⁣video​ to Instagram ​Monday featuring ‌clips of his dogs ​accompanied by audio from “The Breakfast Club” podcast ‍discussing the case, but did not offer a direct statement. Banks stated Gibson “extends his deepest condolences to the family ⁤who lost ‌their beloved ‌dog to this tragic incident.”
