ANAC โฃLaunches โคEnhancedโฃ Openness Platformโ withโ Open-Source Software
The โฃnational Anti-Corruption Authority (ANAC) has substantially boosted โtransparency in Italian public administration with the launch โof an enhanced Single Platformโค for Transparency. Developedโ in collaboration with the National Research โคCouncilโฃ (CNR), theโ open-source “transparency” software went live on september 19, 2025, marking a key advancementโ in data accessibility and institutional accountability.
This initiative aims to provide a unified and standardized access point for all data public administrations are legally required to publish, โขresponding to growing demands from citizens, institutions, and the administrations themselves โฃfor simplified procedures.
According to ANAC President Giuseppeโฃ Busรฌa, the platform serves as “a unitary toolโ to collect, organize and make available details, documents and data of public interest,” fulfilling obligations outlinedโ in Legislative Decree 33 of 2013. Busรฌaโ emphasized the importance of a strategic approach to integrationโ and interoperability, allowing for the gradual incorporation of data from various public databases, reducingโ administrative burdens and ensuring data consistency.The goalโข is to โmove beyond mere compliance and transform transparency into a driver of efficiency and โcitizen engagement.
CNR President Andrea Lenzi highlighted the project as a demonstration ofโ howโ research can deliver practical solutions forโฃ public benefit.โข “The collaboration with Anac has made it possible to โenhance CNR โskills that have served โฃto strengthen transparency, โฃsimplify the processes and โคcontribute to a more modern and effective administration,” he stated.
How it Works:
Theโ “transparency” software utilizes advancedโค web crawling and scraping technology to analyze the “Obvious Administration” sections of all 23,663โฃ Italian public administrations inโ under 20 hours.It automatically verifies compliance with the structural requirements of Legislative Decree 33/2013 and subsequent amendments,identifying any โฃgaps orโข inconsistencies.
This objective evaluation forms a core component of ANAC’s Single Platform for Transparency, which also integrates data from vital sources including:
* The National ANAC database of public contracts
* The local public services database
* Data on โขcertificates fromโข autonomous evaluation bodies (OIV)
* Istat database on the resident population
* The MEF public administration database
* The digital home index of the public administration and managers of public services (IPA index)
This integration represents a meaningful stepโฃ forward, offeringโ ANAC, administrations, and citizens an intuitive and powerful tool to improve the quality, correctness, and โฃcompleteness of available information, making transparency a concrete and accessible realityโค for all.
