Bahia Teachers Await Payment Date for Fundef Precatórios Following STF Authorization
Salvador,Bahia – Bahia state teachers are awaiting a confirmed payment date for precatórios stemming from the fundef (Fundo de Manutenção e Desenvolvimento do Ensino Fundamental e de Valorização do Magistério) despite Supreme Court (STF) authorization for the transfer of funds. These precatórios represent values owed to states and municipalities due to underfunding by the federal government between January 1998 and December 2006.
Governor Jerônimo Rodrigues (PT) stated on July 21st that he had been actively requesting the transfer from federal authorities. “I was there, I requested, and we are charging and asking, but awaiting the federal decision,” he said. However, two weeks after the STF’s authorization, the official payment date remains undisclosed.
The State Attorney General’s Office (PGE) confirmed completion of its analysis and legal assistance phases, transferring obligation to the Secretariat of education (SEC) for administrative processes and execution. The SEC has, thus far, not established a definitive payment deadline.
The Secretariat of Finance (SEFAZ) and Secretariat of Administration (SAEB) were also contacted for data regarding the fourth installment of the precatório payments but had not responded as of publication.
Beyond the initial precatório and exceptional allowances, teacher unions and parliamentary entities are advocating for the inclusion of interest on the Fundef precatório payments. A bill filed with the Legislative Assembly of Bahia (Alba) on August 18th, authored by state deputy Hilton Coelho (PSOL), seeks to ensure the inclusion of default interest – penalties applied for delayed payments – which were allegedly not paid between 2022 and 2024. the bill can be found here: https://www.correio24horas.com.br/minha-bahia/governo-reteve-r-900-milhoes-em-juros-na-1-parcela-do-fundef-0723.
