Classified documents released by the Spanish cabinet reveal that national intelligence services warned authorities of an impending mass border breach in Ceuta days before approximately 80,000 people entered the North African enclave on July 30. According to CNI records, agents intercepted coordinated social media mobilization timed to Morocco’s Throne Day festival.

The declassification of government files sheds light on the intelligence activity preceding the late July crisis in the Spanish city enclave. Prime Minister Pedro Sánchez announced the mass publication of the secret documents in Congress to demonstrate whether the administration possessed adequate prior warnings.

According to documents cited by EurActiv, Spain’s Centro Nacional de Inteligencia (CNI) intercepted digital campaigns organizing the crossings. On July 29, a CNI agent stationed in Ceuta communicated via WhatsApp with a central government official regarding a planned assault on the enclave.

“On social media there is a call to storm by the fence and sea tomorrow at 8:00 PM, taking advantage of the ‘Throne Day’ festival and that their security forces will be busy,” the agent wrote in the declassified message. The communications noted that two separate online groups driving the mobilization commanded a combined total of 180,000 followers.

Diverging Official Accounts and Partial Declassification

The release of the intelligence files follows public friction within the Spanish cabinet regarding accountability and preparedness. Interior Minister Fernando Grande-Marlaska maintained that intelligence services did not issue warnings concerning the influx. Conversely, Defence Minister Margarita Robles stated that the CNI fulfilled its mandate by alerting authorities and security forces prior to the event.

Government sources speaking to Cadena SER noted that the declassification remains incomplete. Several reports were excluded from the public release or heavily redacted without official explanation.

Additional internal messages directed to the Guardia Civil police force outlined specific tactics, including plans to breach the barrier by swimming around maritime borders or scaling fences.

Financial Aid and Municipal Impact in Ceuta

Following the late July events, the broader structural and humanitarian challenges facing the enclave prompted external support. The European Commission announced a financial package of approximately €115 million ($134 million) dedicated to reinforcing border protection, enhancing surveillance infrastructure, and providing accommodation for unaccompanied minors.

Spanish Foreign Minister José Manuel Albares welcomed the funding while emphasizing that additional measures are necessary to manage ongoing migratory pressures along the African border.
