São Paulo City Hall Spent R$880,000 on Shows by Secretary’s Cousin
São Paulo City Hall allocated R$880,000 to pay for performances by Davi, the cousin of Secretary of Culture and Creative Economy Alencar Chapinhat, at various events across the city. Invoices and contracts reviewed by O Globo reveal a pattern of payments made through intermediary companies to Davi and his forró group, Os Disponíveis, for shows at fairs and bars, raising questions about potential conflicts of interest and the allocation of public funds.
The first documented payments were for shows at two fairs in Cidade Dutra, in São Paulo’s south zone, sponsored by the Goulart family, a political base for the secretary. Each parish – Santa Maria Goretti and Mãe Esperança, both led by the same priest - paid R$24,000 for Davi to perform during bingo events.Further invoices detail payments ranging from R$50,000 to R$51,000 for shows at bars in the Interlagos region, contracted not by the establishments themselves, but by companies including Farol Musical, Apoio Segurança Privada, Sou 7 Produções, Caramelo Cultural, and Star world. Documentation does not confirm whether the full amounts were paid.
Os Disponíveis receive R$35,000 per presentation through contracts with Sou 7 and Apoio Segurança Privada – the same salary as the established forró band Bicho de Pé, despite having significantly fewer listeners on streaming platforms (two monthly listeners on Spotify and under four thousand instagram followers, compared to Bicho de Pé’s 600,000 monthly Spotify listeners). The payments surfaced after a video featuring soccer star Neymar promoting one of Davi’s performances reappeared on YouTube following initial publication of the report. The parishes contacted regarding the Cidade Dutra performances did not respond to requests for comment.
